The Ministry of Public Security is drafting a Circular regulating the appointment, dismissal, and removal of teaching positions in high schools in the People's Public Security.
The Ministry of Public Security said that the People's Public Security has currently regulated the appointment, dismissal, and removal of teaching positions at universities and vocational training institutions in Circular No. 17/2023/TT-BCA dated May 15, 2023.
However, there are currently no regulations on appointment, dismissal, or removal of teaching positions at high schools in the People's Public Security.
Based on the reality that the arrangement of titles according to job positions is currently divided into 3 grades (grade III, grade II, grade I) or 3 ranks (pre-level, intermediate, high school); to ensure that the teaching titles of high school teachers in the People's Public Security are linked and synchronized with Circular No. 04/2021/TT-BGDDT of the Ministry of Education and Training stipulating codes, professional title standards and appointment, salary classification for teaching staff in public high schools but easy to read, easy to remember and suitable to the reality that in the People's Public Security there is only one level of general education; the draft Circular has proposed teaching titles at high schools in the People's Public Security including: Teachers, Main Teachers, Senior Teachers.
Regarding the general standards for teaching titles, Article 3 of the draft stipulates the general standards for teachers as stipulated in the Law on Education dated June 14, 2019, Circular No. 04/2021/TT-BGDDT (to ensure that the contents have not been re-regulated in other legal documents); at the same time, stipulate the standards according to the characteristics of the People's Public Security force on legal and professional training for 6 months or more.
Regarding the general tasks of teaching titles, Article 4 of the draft stipulates the citation of the tasks of teachers as stipulated in Clause 1, Article 3 of Circular No. 04/2021/TT-BGDDT; at the same time, stipulates the tasks according to current regulations of the Ministry of Public Security on coordination in the management and education of students and the duties and responsibilities of officers and non-commissioned officers of the People's Public Security (Article 31 of the Law on the People's Public Security).
In addition to general standards and tasks, the draft also proposes specific regulations on tasks and standards for each position.
