Proposing support levels for cybersecurity professionals

The Ministry of Home Affairs has proposed a level of support for people working full-time in cybersecurity, expected to be applied in 2025.

The Ministry of Home Affairs is drafting a Decree regulating the level of support for people working full-time on digital transformation, safety and network security.

According to the draft decree, people working in charge of digital transformation, safety and network security will include:

Persons working full-time in digital transformation and network security: Cadres, civil servants, and public employees holding specialized positions in information technology (including: information technology industry, information technology application, digital transformation); network information security or information security; electronic transactions according to regulations on shared specialized job positions and specialized job positions of competent authorities.

People working full-time on digital transformation, safety and network security: Professional officers and non-commissioned officers; technical officers and non-commissioned officers of the People's Public Security; officers, professional soldiers, defense officials of the People's Army; people working in cryptography of the People's Army receiving salaries from the state budget, currently serving in the army according to their job positions.

Accordingly, those who specialize in digital transformation, safety, and network security will receive support of VND 5,000,000 (five million VND)/month.

The funding source to implement the support level is guaranteed by the state budget according to the current budget decentralization.

The agency or person with authority to approve the Job Position Project is responsible for specifically determining the job positions of full-time employees at the agency, organization or unit under their management as a basis for implementing the support level as prescribed in the draft decree.

The Minister of National Defense and the Minister of Public Security, based on their functions, tasks and legal provisions on determining job positions, shall issue specific regulations to determine full-time workers in the assigned management fields to implement the support level as prescribed in the draft decree.
