Experts believe that streamlining staff and restructuring budget expenditures are important solutions to create resources for salary reform.

In the last 6 months of 2026, the Department of Salary and Social Insurance (Ministry of Home Affairs) identified the assigned workload as large, complex, sensitive, and urgent. The Department will focus resources to deploy and complete 100% of the main assigned tasks.

In which, the Department of Salary and Social Insurance (BHXH) focuses on researching the Project on reforming salary and social insurance policies to submit to the Central Executive Committee at the 5th Conference.

Discussing the direction of salary reform, Assoc. Prof. Dr. Tran Van Trung - Department of Public Management, Faculty of Business Administration, University of Economics and Law, Vietnam National University Ho Chi Minh City - said that it is necessary to gradually increase public sector income to approach the labor market.

According to experts, in the immediate future, wages need to ensure an average living standard and gradually create competitiveness with the business sector for key positions.

Along with increasing income, it is necessary to restructure income in the direction of reducing allowances, increasing main salaries; abolishing unnecessary allowances, including "hidden" incomes in official salaries and making income transparent.

The goal is to make salaries the main source of income for cadres, civil servants, and public employees.

To create resources for implementing salary reform, Assoc. Prof. Dr. Tran Van Trung believes that it is necessary to continue streamlining staff, reducing the number associated with improving the quality of the team; and at the same time restructure budget expenditures, reducing ineffective recurrent expenditures.

In addition, experts emphasized the requirement to improve the quality of public governance and accountability. Salary payment and evaluation of officials need to be transparent; apply technology in performance management, work monitoring and strengthen inspection and supervision.

According to Assoc. Prof. Dr. Tran Van Trung, salary payment according to job positions should avoid the situation of "uniformity". Income must reflect the requirements of the position, level of contribution and performance of tasks.

To make salaries truly become the main income of cadres, civil servants, and public employees, it is necessary to shift from the mindset of increasing salaries to comprehensively reforming the salary payment mechanism," Assoc. Prof. Dr. Tran Van Trung emphasized.

Accordingly, the focus is on paying salaries according to job positions associated with work efficiency, while ensuring sustainable financial resources and improving the quality of public governance.

At the conference to study, study, and thoroughly grasp the Resolution of the 3rd Conference of the 14th Central Executive Committee of the Party in the Party Committee of the Ministry of Home Affairs recently, Director of the Local Government Department Phan Trung Tuan presented a thematic report on the implementation of Conclusion No. 76-KL/TW on continuing to improve and effectively operate the overall organizational model of the political system, the 2-level local government model and Resolution No. 221/NQ-CP on the Government's action program to implement Conclusion No. 76.

Regarding the task of building a contingent of cadres to meet the requirements of the new model, Mr. Phan Trung Tuan said that one of the contents raised is to restructure job positions, functions and apparatus, ensuring suitability with the area.

Along with that is the implementation of salary reform associated with streamlining the administrative apparatus; at the same time, there are preferential policies on salaries, allowances, and housing suitable for commune-level civil servants.

According to Mr. Phan Trung Tuan, the quality of cadres and civil servants needs to be assessed through products, progress, output results and people's satisfaction.
