The Ministry of Home Affairs is soliciting opinions on the draft Decree of the Government on the organization and operation of social funds and charity funds.
One of the notable new regulations this time is the draft proposal to regulate the authority to handle procedures for the fund.
The Minister of Home Affairs has the authority to grant a license to establish and recognize the charter; allow the consolidation, division, division, dissolution, and renaming of the fund; suspend the fund for a period of operation; allow the fund to operate again after a period of suspension; recognize the fund as eligible to operate; recognize members of the Fund Management Board; reissue the license to establish; recognize amending and supplementing the charter; expand the scope of operation; revoke the establishment license for funds with a scope of national or inter-provincial operations.

Fund operating at the provincial level The fund has foreign organizations and individuals contributing assets to Vietnamese citizens and organizations to establish and operate at the provincial and commune levels.
Notably, the Chairman of the People's Committee at the commune level has the authority to grant a license to establish and recognize the charter; allow the consolidation, division, separation, dissolution, and renaming; suspend the operation period; allow the fund to operate again after a period of suspension; expand the scope of fund operations; recognize the fund as eligible to operate; recognize members of the Fund Management Board; reissue the charter for amending and supplementing; revoke the establishment license for the fund within the commune level; except in cases where the fund has foreign organizations and individuals contributing assets.
Receiving documents to handle fund procedures directly or through the postal system or online on the National Public Service Portal, the Public Service Portal of competent state agencies as prescribed in Article 21 of this Decree.
