Can Tho City People's Committee has just reported the results of 7 years of implementing Resolution 18 of 2017 of the 6th Central Conference, 12th tenure, on a number of issues on continuing to innovate and reorganize the apparatus of the political system to be streamlined and operate effectively and efficiently.
Accordingly, regarding the arrangement and consolidation of the internal organization of agencies and units under the management of ministries, branches and localities according to Government regulations, for administrative agencies, the city maintains 19 city-level specialized agencies, currently there are 103 district-level specialized agencies.
Regarding the organization within the administrative agencies, the City People's Committee decided to reorganize 14 administrative agencies under the City People's Committee and 3 branches under the administrative agencies. Accordingly, from 2015 to now, 43 organizations under departments and branches and 46 offices under branches and equivalent have been reorganized.
In the period 2015 - 2024, the city has reorganized and dissolved 109 public service units, reaching a rate of 17.6%. However, during this period, the city has also established 21 new public service units to meet teaching and learning requirements, establish more hospitals, and manage construction investment projects.
Regarding the implementation of the Politburo's regulations and conclusions on the management of the political system's payroll; regarding improving the effectiveness of the management of the political system's payroll in the 2022-2026 period, from 2022 to September 2024, the city has reduced 19 civil servant payrolls (achieving 20.43% of the payroll streamlining plan for the 2022-2026 period).
Regarding the number of people working and receiving salaries from the state budget (from 2022 - 2024), the city will reduce 1,694 people, equivalent to 8.17% (reaching 81.7%).
Regarding the implementation of staff streamlining, cumulatively from 2022 to September 2024, the city will streamline 9 civil servants and 118 public employees, a total of 127 people.
According to the report, Can Tho City is currently facing some difficulties in determining the number of employees receiving salaries from the state budget at educational institutions; many problems regarding financial mechanisms and operating mechanisms of public institutions have persisted, and the autonomy of institutions is in fact still constrained by many different specialized legal documents...
