Politburo Member, Standing Deputy Prime Minister Pham Gia Tuc has just signed Decision No. 1679/QD-TTg adjusting and supplementing a number of contents of Decision No. 948/QD-TTg dated May 17, 2025 on assigning tasks to prepare conditions and implement a number of measures to quickly deploy projects serving the APEC 2027 Conference in Phu Quoc city, Kien Giang province (now Phu Quoc Special Zone under An Giang province).
Decision No. 1679/QD-TTg adjusts Article 4 of Decision No. 948/QD-TTg as follows:
The central budget supports 70% of the state budget capital for the projects in Section 1, Part I of the Appendix attached to this Decision (including the APEC Avenue project segment using public investment capital), the local budget self-balances 30% of the remaining capital (but not lower than the capital for site clearance of projects).
The level of central budget capital support for each project is based on the total investment level in the investment policy decision, investment policy adjustment or according to the investment decision, approval, project adjustment of competent authorities in accordance with the law on public investment, public-private partnership investment, state budget and other relevant laws.
Decision No. 1679/QD-TTg supplements Clause 7 to Article 5 of Decision No. 948/QD-TTg as follows:
An Giang Provincial People's Committee, according to its authority, functions, and tasks, shall urgently review and be fully responsible before the law, the Prime Minister and inspection, examination, and audit agencies for deciding or submitting to competent authorities to decide on approval and adjustment of investment policies and investment projects for projects in the Appendix attached to this decision in accordance with the law;
Ensuring compliance with the policy of competent authorities, the progress of serving the APEC 2027 Summit; in accordance with the principles of foreign relations, international treaties to which Vietnam is a member; reporting to competent authorities on adjustments and results after implementation.
Based on the decisions approving and adjusting investment policies and investment projects mentioned above, in case it is necessary to supplement support capital from the central budget as prescribed in Article 4 of this Decision, An Giang Provincial People's Committee shall have a specific proposal document and be responsible for the accuracy of information and data; send it to the Ministry of Finance for summarization and reporting to competent authorities for consideration and decision according to regulations.
Decision No. 1679/QD-TTg also adjusts and supplements some contents of the Appendix attached to Decision No. 948/QD-TTg.
Decision to supplement clause 1. 5, section 1, part I as follows:
- Project name: Centralized wastewater treatment plant in An Thoi area.
- Investment scale: 2 stations with a capacity of 15,000 m3/day and night.
- Implementation time - completion: Year 2025 - 8. 2027...
The decision also adjusts the preliminary estimated total investment of resettlement projects at sequence number (1), item 2, part I from "Self-balanced capital of the project" to "Local budget capital".
The above decision takes effect from August 28, 2026.
Other contents of Decision No. 948/QD-TTg dated May 17, 2025 of the Prime Minister are unchanged and continue to be implemented according to current regulations.
