On August 26, at the Government Headquarters, Politburo Member, Standing Deputy Prime Minister Pham Gia Tuc chaired a meeting with leaders of relevant ministries and sectors on the draft Resolution of the Government on assigning targets for social housing (NOXH) and rental housing for localities.
According to the Government Authority of Information and Communications, reporting at the meeting, Deputy Minister of Construction Nguyen Van Sinh said that the draft Resolution sets out the goal: "By 2030, strive to complete or exceed the investment target of building at least 1 million social housing apartments, rental housing for low-income people, and industrial park workers".
The Ministry of Construction proposes that the Government consider and soon approve the Resolution on assigning targets for social housing and rental housing development to localities in the 2026-2030 period, as a basis for the Ministry of Construction to urge implementation in localities.
Discussing at the meeting, Standing Deputy Prime Minister Pham Gia Tuc and leaders of ministries, branches, localities, and agencies affirmed that developing social housing and rental housing is an important political task to realize the view that "the right to legal residence is a fundamental right of citizens" and ensure that all people have the opportunity to access safe housing, suitable for their ability to pay.
Besides housing for sale, it is necessary to prioritize the development of rental housing, especially the model of apartments for rent in large urban areas, industrial parks, economic zones, driving zones and important economic corridors.
The development of rental housing projects is of particular importance, bringing many benefits, suitable to practical needs; helping to make resources and housing funds circulate, meeting the great needs of many people who need to rent houses today.
In this spirit, the delegates considered and gave opinions on the contents to complete the draft Resolution, including adjusting specific data on overall targets, targets in localities on social housing development, rental housing; adjusting data and targets from social housing development to rental housing targets in localities.

Concluding the meeting, Standing Deputy Prime Minister Pham Gia Tuc emphasized that the program to invest in building at least 1 million social housing apartments for low-income people and industrial park workers in the period 2021-2030 has been decided and implemented.
However, to date, there are new guidelines and policies, especially the policy on developing rental housing, meeting the very large housing rental demand of many people.
Therefore, it is necessary to make appropriate adjustments to social housing development targets, strongly towards developing rental housing types, but also need to carefully consider the basis, basis, and rate of reduction of social housing targets.
The Ministry of Construction coordinates with the Government Office to review each content, study carefully, and fully absorb the opinions at the meeting to complete the draft Resolution in the spirit of strictly complying with the direction of General Secretary and President To Lam on this content.
