On December 11, continuing the 40th session, Secretary General and Head of the National Assembly Office Le Quang Tung presented a summary report on the draft Resolution on the Work Program of the National Assembly Standing Committee in 2025.
Accordingly, the working program of the National Assembly Standing Committee (NASC) in 2024 has been seriously implemented and basically completed on schedule; all contents have been carefully and seriously considered by the NASC on the basis of prioritizing quality, not chasing quantity.
According to Mr. Le Quang Tung, the preparation and organization of the meetings were carried out methodically and thoughtfully, closely following the viewpoints and orientations of the Central Executive Committee, the Politburo, the Secretariat, legal regulations and practical requirements. The contents of legislative work were effectively implemented.
The monitoring topics were carried out systematically, professionally, proactively, with close coordination with the Government and relevant agencies. Foreign affairs and international cooperation continued to be organized and implemented with many outstanding activities.
Delegation work, people's petition work, maintaining working relationships with relevant agencies and organizations, consulting, service, assurance and other work were all carried out synchronously and achieved positive results.
In addition to the achieved results, the synthesis of reports from agencies shows that the implementation of the 2023 National Assembly Standing Committee's Work Program still has some shortcomings and limitations.
By December 2024, there were still 14 contents that were included in the 2024 Work Program but had not been considered and had to be transferred to 2025. In the process of organizing and implementing specific tasks, there were still some contents that did not meet the deadline for submission to the Standing Committee of the National Assembly for consideration, and had to be delayed compared to the plan (due to the submitting agencies not preparing documents in time).
The delay in sending documents for the National Assembly Standing Committee's meetings has not been resolved, not ensuring time for members of the National Assembly Standing Committee to carefully study and give opinions.
The submission and request for written opinions from the Standing Committee of the National Assembly, the completion of drafts after the Standing Committee of the National Assembly has given opinions or approved certain contents have not been ensured on time; the dossiers of certain contents do not have draft resolutions or accompanying conclusion notices; there are also cases where after the Standing Committee of the National Assembly has voted to approve in principle, the agencies are slow to complete the resolutions for issuance.
Commenting at the meeting, Politburo member and National Assembly Chairman Tran Thanh Man said that in the coming time, it is necessary to focus on strengthening discipline and order in implementing the working program of the National Assembly Standing Committee; relevant agencies and organizations must strictly implement regulations on sending documents and participants to the meeting.
“For important content, if the Minister does not attend the meeting, the Secretary General of the National Assembly will immediately suspend the content,” said National Assembly Chairman Tran Thanh Man, emphasizing that the regulations stipulate that the Minister must submit the content to the National Assembly Standing Committee, except in cases of overseas business trips. In the country, no matter what work is done, all efforts must be devoted to the work of one’s ministry.
