On April 17, Senior Lieutenant General Vu Hai San - Member of the Party Central Committee, Deputy Minister of National Defense - had a working session with relevant agencies on disbursement progress and proposed the management and use of the Military Command (CHQS) camp at the district level and the provincial level after the merger.
According to the report of the Department of Finance (Ministry of Defense), implementing the conclusions of the Politburo, the Secretariat on the implementation of the research and proposal to continue organizing the organizational structure of the political system, on 6.3.2025, the Minister of Defense has directed agencies and units to review, adjust, manage and use budgets of works and projects to ensure local military and defense tasks.
The Minister of National Defense requested that the construction of provincial, district, and commune-level headquarters projects be temporarily suspended.
Up to now, the units have strictly complied; At the same time, review and propose to the head of the Ministry of National Defense to allow continued construction of completed construction items of unfinished and ongoing projects.
The Department of Enterprise and the General Department of Logistics and Engineering also proposed that for the temporary and temporary military personnel station facilities at the provincial level, after merging administrative units into 34 provinces and cities across the country, there will be a surplus of 29 temporary station facilities of the provincial Military Command agency.
The unit proposed to handle the surplus after the merger such as transferring it to the unit under the new payroll organization, if eligible, social housing will be built. In case there is no longer a need to use it, it will be transferred to local management to serve socio-economic development.
For district-level military personnel stations, arrange them for regional military personnel committees (units newly established according to the Project to build local military organizations) and units according to the new payroll in the area. In case there is no longer a need to use it, it will be transferred to the locality for socio-economic development.

Concluding the working session, Senior Lieutenant General Vu Hai San requested that the competent agencies of the Ministry of National Defense continue to carefully review projects and works in terms of progress, quantity, scale, and subjects, especially projects located in provinces with merger policies, thereby reporting and proposing to the Ministry of National Defense for decision.
For investment projects for military and defense tasks that have been completed, the locality has urgently organized acceptance, completed the dossier, and prepared a project settlement report in accordance with legal regulations.
Senior Lieutenant General Vu Hai San noted that for investment projects using local capital, units should proactively work with localities on investment policies, the ability to ensure and balance local budget capital.
Senior General Vu Hai San requested that for the storms of the units after the merger of provinces, it is necessary to propose additional management and use options, ensuring suitability and efficiency, and doing a good job of monitoring and managing assets and equipment.
For provincial military branches, after the merger, it is necessary to base on the needs of the camp, arrange it appropriately, ensure synchronization and reasonableness in use.
