On the afternoon of September 23, the National Assembly Standing Committee gave its opinion on the draft Law on Cyber Security (comprehensively amending the Law on Cyber Security and comprehensively amending the Law on Cyber Information Security into 1 law).
Presenting the draft law, Senior Lieutenant General Nguyen Van Long - Deputy Minister of Public Security - said that the draft law supplements regulations on the responsibility of enterprises providing services in cyberspace.
Accordingly, businesses providing cyberspace services are required to identify the internet address (IP address) of organizations and individuals using internet services, provide them to specialized forces for network security protection to serve state management and ensure network security.
IP addresses are similar to real-life house numbers and residential addresses, which are the most important basis for determining information, location, and terminal devices for access, use, and operation on the internet.

In addition, supplement regulations on funding for cybersecurity protection. Accordingly, the budget for cybersecurity protection of agencies, organizations, state-owned enterprises, and political organizations must ensure at least 10% of the total budget for implementing projects, programs, investment plans, applications, and development of information technology.
Reviewing this content, Chairman of the National Defense, Security and External Relations Committee Le Tan Toi stated that the draft law dossier meets the requirements of the Law on Promulgation of Legal Documents, and is eligible to be submitted to the National Assembly for discussion and comments.
Giving his opinion on the discussion, Politburo member and National Assembly Chairman Tran Thanh Man suggested that the draft should clearly identify the affected subjects such as state agencies, businesses, individuals, and foreign organizations operating in Vietnam and the regulated acts of cyber attacks, illegal data collection, and spreading false information.
The National Assembly Chairman said that the development of artificial intelligence (AI) technology has a good side but also has a bad side.
According to the National Assembly Chairman, AI can fake voices, intercepting one person's voice with another to blackmail, while the server is often abroad.
"These subjects showed pictures and then asked to pay 2 - 3 billion VND, otherwise they would release the pictures" - the National Assembly Chairman cited the evidence.
Therefore, the National Assembly Chairman proposed to clarify the distinction between cyber security and information security, clarify the cybersecurity boundaries related to national security and cybercrime prevention; information security related to data security and technical systems.
The National Assembly Chairman is also concerned about the issue of personal data protection and privacy. Accordingly, with social networking platforms and cross-border services, the word "crossing the border" is quite popular but very complicated.
Therefore, it is necessary to build a mechanism to strictly handle violations of privacy, illegal collection and use of data. At the same time, it is proposed to establish a specialized agency to supervise regulations on personal data.
Regarding crime prevention, the National Assembly Chairman suggested updating regulations on cybercrime and strengthening international cooperation. International cooperation is very important because criminals are often abroad, where the servers of platforms such as Facebook, Google, TikTok operate.
Monitoring technology allows the use of advanced technology such as AI and big data analysis to detect and prevent crimes, but there should be strict regulations to avoid abuse, ensuring respect for people's privacy.
