Within the framework of the working trip to the outpost island of Co To, Quang Ninh province, the Central survey delegation led by Senior Lieutenant General Tran Quang Phuong - Member of the Party Central Committee, Vice Chairman of the National Assembly offered incense and flowers at the Special National Monument of President Ho Chi Minh Memorial Site and the Monument to the Co To Special Zone Martyrs' Cemetery.

Welcoming the Central survey delegation were Ms. Le Ngoc Han - Member of the Provincial Party Committee, Secretary of the Party Committee, Chairman of the People's Council of the Special Zone; Mr. Nguyen Danh Ha - Deputy Secretary of the Party Committee, Chairman of the People's Committee of the Special Zone, along with leaders of departments, professional departments, armed forces units and socio-political organizations in the area.


After the incense offering ceremony, the working group visited and inspected the actual operations of the Co To Special Zone Public Administration Service Center. Here, the Vice Chairman of the National Assembly acknowledged and highly appreciated the efforts of the special-zone government in building a public, transparent and effective administration, contributing to building people's trust in the government apparatus, while promoting local socio-economic development.

In the afternoon of the same day, the survey team continued to work with the Provincial Military Command and Co To Special Zone on the field survey work, serving the process of revising and perfecting the draft Law on Emergency situation.
