All activities must originate from members, be oriented towards grassroots levels, practical, public and effective; pay attention to elderly, weak comrades in difficult circumstances. Each Association organization must be truly close to members, understand members and be present in time when members need it.
Traditional education work needs to be done better, considering this as a special responsibility and unique advantage of the Association; proactively collect, verify, preserve and digitize documents, memoirs, images, and artifacts; coordinate to organize meetings, seminars, journeys to the source and in-depth experiential activities. The storytelling of history must be truthful, simple, persuasive and suitable for the way teenagers receive information in the digital environment.
Members strongly promote the role of setting an example in social life and patriotic emulation movements; depending on health conditions and capacity, continue to participate in building the Party, government and political system at the grassroots level; contribute opinions to build guidelines and policies; mobilize families and people to implement civilized lifestyles; maintain security and order; protect the environment; respond to natural disasters; care for vulnerable people and build a united community.

General Secretary and President emphasized strongly innovating the content and methods of operation of the Association in the direction of being streamlined, flexible, close to the grassroots level and taking results as a measure; overcoming manifestations of administrativeization and formalism; organizing activities suitable to the age, health and needs of members; replicating effective models, creative ways of doing things, typical examples of former Youth Volunteers who are good at economic development, living exemplary lives, making positive contributions to society; strengthening coordination with socio-political organizations, agencies, units and local Party committees and authorities, creating conditions for former Youth Volunteers to contribute appropriately and practically.
The road ahead has many new tasks, General Secretary and President To Lam believes that the qualities of Youth Volunteers are always new. The spirit of courage in yesterday's war needs to be continued with bravery in the face of today's difficulties; the will to pave the way in the past needs to be continued with the spirit of innovation; comradeship needs to spread into human kindness, social responsibility and the strength of great national unity.
The General Secretary and President wished that each official and association member would continue to keep the fire of tradition, keep all kindness and firmly maintain faith. Keep the fire so that history is not forgotten; keep the kindness so that no comrades are left behind; keep the belief to continue to accompany the Party, State and people on the path of building a prosperous, civilized, and happy country.
