On January 22, according to information from the Ministry of Home Affairs, responding to the recommendations of localities on the organization and operation of public non-business units, the Ministry of Home Affairs said that it has been and is implementing many synchronous solutions to improve institutions, ensuring suitability with the two-level local government model and practical requirements.
Regarding the orientation for arranging public non-business units, the Ministry of Home Affairs said that it has chaired and coordinated with ministries, branches, and localities to develop a master plan for arranging public non-business units from central to local levels.
This content is reported to the Party Committee of the Government to report to the Central Steering Committee on summarizing Resolution No. 18-NQ/TW, which clearly defines the principles, plans and orientations for arrangement suitable to the specific characteristics of each industry, field and the practical conditions of each locality.
In the coming time, the Ministry of Home Affairs will continue to advise and submit to the Government for promulgation a Resolution on the action program to implement Conclusion No. 210-KL/TW, which will clearly define the direction and roadmap for arranging public non-business units from the Central to local levels to be appropriate.
Regarding the proposal on planning the network of public non-business units by industry, field and list of basic and essential public non-business services, the Ministry of Home Affairs said that Decree No. 283 has clearly defined the responsibility of the ministry managing the industry and field in submitting to the Prime Minister for approval the network planning (according to the Planning Law) or orienting the network planning of public non-business units by industry, field and list of basic and essential public non-business services by industry and field.
This is the basis for ministries, branches, and localities to proactively arrange public non-business units under their management, meeting the requirements of providing public non-business services in the area according to the provisions of law.
