Focus on arranging administrative units, especially education, training and health care at the commune level in accordance with the conclusion of the Politburo; complete the establishment of administrative units under the People's Committee at the commune level to provide basic, essential, multi-sector, multi-field public service to meet practical needs in the area before December 31, 2025.
The establishment of multi-sector and multi-field public service units at the commune level is a step in line with the trend of streamlining the apparatus, meeting modern management requirements, while improving the efficiency of serving local people and businesses.
This model will help unify management focal points, effectively exploit resources, reduce overlap in functions and tasks, and at the same time create conditions for people to access many types of public services right in the area, without having to go through many intermediaries.
According to Lao Dong's research on December 23, regarding the authority to establish, the People's Committee at the provincial level directs the People's Committees of communes to decide to establish under their authority 1 administrative unit providing basic, essential public service in many sectors and fields.
The fields including culture, sports, tourism, information, communication, environment, agricultural promotion, urban areas... operate according to functions and tasks, guaranteed by the state budget.
In case the People's Committee at the commune level has established a state budget-guaranteed administrative unit, providing basic and essential public service, it is recommended to reorganize and supplement the task of agricultural promotion.
Regarding the organization of the apparatus, the establishment of departments under the administrative unit must ensure that the work or field performed by the department has 2 or more areas of work and has a separate management process according to the requirements of the management subject; the workload of the department requires the arrangement of 7 or more civil servants.
The number of deputy heads of administrative units proposed to be arranged shall not exceed 2 people; the number of deputy heads of departments under administrative units proposed to be arranged shall not exceed 1 person.
Regarding the number of employees, based on the total number of civil servants receiving salaries from the state budget, the Provincial People's Committee reviews, balances, and allocates the number of employees receiving salaries from the budget when establishing this administrative unit at the commune level, ensuring that it meets the requirements of assigned tasks and complies with the direction of competent authorities.
The People's Committee at the commune level is responsible for recruiting and arranging enough civil servants to work at the administrative units according to the assigned number of positions.
In case the number of civil servants assigned is not recruited in a timely manner, the People's Committee at the commune level shall sign a labor contract for a person with expertise and skills that immediately meet the requirements of the task.
