The visit took place on the occasion of the two countries celebrating the first anniversary of upgrading their relationship to “Comprehensive Strategic Partnership for Peace and Prosperity in Asia and the World” in November. Vietnam-Japan relations continue to develop strongly and comprehensively in all fields with high political trust and close exchanges at high and all levels.
Japan is currently the largest ODA donor, the second largest labor cooperation partner, the third largest investor, the third largest tourism partner, and the fourth largest trade partner of Vietnam. Bilateral trade turnover in 2023 reached 44.98 billion USD; in the first 10 months of 2024, it reached 38.1 billion USD. The total value of Japan's ODA to Vietnam by the end of fiscal year 2020 was about 27.5 billion USD, accounting for more than 26% of the total signed foreign loan capital of the Government.
Japan's ODA capital contributes significantly to the development of key infrastructure projects, creating positive spillover momentum, promoting sustainable socio-economic development; supporting the transfer of advanced technology and training high-quality human resources for Vietnam.
In addition to economic and trade cooperation, the two countries also cooperate effectively in many other fields such as culture, education and training, health, tourism, cooperation between localities, and labor.
Cooperation between the two countries' legislatures plays an important role in the overall Vietnam-Japan relationship.
According to Vice Chairwoman of the National Assembly’s Foreign Affairs Committee Le Thu Ha, during this visit, National Assembly Chairman Tran Thanh Man and Senate Chairman Sekiguchi Masakazu will sign a cooperation agreement between the Vietnamese National Assembly and the Japanese Senate. This is a very important premise, contributing to enhancing the effectiveness of cooperation between the two countries’ legislative bodies, creating favorable conditions for the two sides to carry out bilateral cooperation activities as well as at multilateral forums.
During the visit, National Assembly Chairman Tran Thanh Man is expected to meet with the Japanese Emperor; hold talks with the President of the Senate; have meetings with the Prime Minister, the President of the House of Representatives, leaders of several major parties, and leaders of major economic organizations in Japan; meet with representatives of the Vietnamese community in Japan; and visit Nagasaki.
Vietnam News Agency quoted Vietnamese Ambassador to Japan Pham Quang Hieu as saying that the potential for cooperation between Vietnam and Japan is still very large because the two countries have high trust and strengths that can complement each other for mutual development.
According to the Ambassador, in the coming time, it is necessary to continue to strengthen the trustful political relationship through promoting visits and contacts at all levels, especially at high levels; exploiting the complementary strengths of the two economies, strengthening economic links between the two countries, maintaining Japan as Vietnam's leading partner in ODA, investment, trade, and labor; promoting cooperation in potential areas such as digital transformation, digital economy, digital society, green transformation, etc.
Ambassador Pham Quang Hieu emphasized that in the context of Vietnam entering a new era, an era of national development, the support and companionship of international friends, especially Japan, plays a very important role. The visit to Japan by National Assembly Chairman Tran Thanh Man will further deepen the Vietnam-Japan relationship within the framework of a new cooperative relationship, especially between the legislative bodies of the two countries, creating a strong driving force for development in the fields of economy, trade, investment, and labor, bringing many practical benefits to the people of the two countries.
