On behalf of the National Assembly Standing Committee, Politburo member and National Assembly Chairman Tran Thanh Man signed and issued a Resolution on the expected number, structure and composition of National Assembly deputies (NAs) of the 16th tenure.
According to the Resolution, the total number of National Assembly deputies for the 16th term is 500 people. Of which, the number of delegates in central agencies is 217 delegates (43.4%), the number of delegates in localities is 283 delegates (56.6%).
The number of delegates in central agencies is allocated to agencies, organizations and units as follows:
Party agencies: 10 delegates (2.0%); presidential agencies: 3 delegates (0.6%); National Assembly agencies (specialized delegates at the Central level) 145 delegates (29%); Government, government agencies: 15 delegates (3.0%).
The Ministry of National Defense (including Ministers, ministries, military branches, and military sectors): 13 delegates (2.6%); the Ministry of Public Security (including Ministers): 3 delegates (0.6%); the Supreme People's Court (SPP): 1 delegate (0.2%); the Supreme People's Procuracy (SPP): 1 delegate (0.2%); the State Audit: 1 delegate (0.2%); the Vietnam Fatherland Front: 25 delegates (5%).
The number of local delegates is allocated based on 2 structures: orientation and guidance.
In particular, the orientation structure (179 delegates, accounting for 35.8%) is a framework for provinces and cities to serve as a basis for introducing candidates, including: key leaders in provinces and centrally run cities who are also heads of the National Assembly delegation; full-time National Assembly delegates; Vietnam Fatherland Front; religious delegates; military; police; People's Court; People's Procuracy; People's Procuracy; judiciary; research institutes, universities, academies; enterprises, associations, unions in the production sector.
The guided structure introduced by localities (104 delegates, accounting for 20.8%) is a flexible structure for provinces and cities to use as a basis for introducing candidates, including representatives of the following sectors: science - technology, finance, education, health, culture - arts, representatives of grassroots government, internal affairs, human resources, and intellectuals.
In this structure, it is necessary to pay attention to reasonably allocating the number of people who are women, non-Party people, ethnic groups, young people and self-calculated candidates.
The Resolution also stipulates the structure of combinations, a candidate for the National Assembly can have more than one combined structure, including:
Delegates are members of the Party Central Committee: about 80 - 90 people (16% - 18%), including 12 - 14 Politburo members and Secretariat members.
Delegates from outside the Party: 25-50 delegates (5% - 10%).
Young delegates (under 40 years old): about 50 delegates (10%).
Re-elected delegates: about 160 delegates (32%).
Ethnic minority delegates must ensure that at least 18% of the total number of people on the official list of candidates for the National Assembly are ethnic minorities. Pay attention to ethnic groups where few people have not participated in the National Assembly.
Women's delegates ensure that at least 35% of the total number of people on the official list of female candidates for the National Assembly are women.
