The work of Party building over the past 5 years has been placed in the right "key" position, carried out regularly, implemented resolutely, comprehensively, and synchronously in both "building" and "opposing" with the high political determination of the entire Party, people, and army, creating a strong breakthrough with many achievements, affirming the decisive factor in successfully implementing the Resolution of the 13th National Party Congress.
I- RESULTS OF PARTY BUILDING WORK OF THE XIII CONGRESS TERM
1. Advantages and causes
The implementation of 10 tasks on Party building, 03 key tasks and 03 breakthrough solutions set by the 13th National Congress, especially a number of revolutionary and contemporary policies and tasks, has been focused on by the Party Central Committee, Politburo, Secretariat, headed by the General Secretary, with a very new, drastic, effective, comprehensive, synchronous, and profound implementation method, achieving very important results, creating a foundation for our country to firmly enter a new era, an era of strong and prosperous development.
The work of Party building in politics continues to be focused on, strengthened, creating a solid foundation to improve the Party's mettle, pioneering spirit, leadership and governance capacity. Regularly apply and creatively develop Marxism-Leninism and Ho Chi Minh's ideology; steadfastly pursue the goal of national independence and socialism; steadfastly follow the Party's innovation guidelines; steadfastly adhere to the Party's organizational and operational principles. The political courage, thinking, intelligence, leadership and governance capacity, position and fighting strength of the Party are increasingly enhanced, steadfast in the face of all difficulties and challenges. The Party's ability to forecast, plan guidelines, policies and strategic orientations continues to be innovated and perfected; promptly and urgently issue correct and creative decisions, identify specific, synchronous tasks and solutions, adapt quickly to developments in the situation; lead, direct, and organize implementation with high determination, great efforts, focus, seriousness, and high efficiency of the goals of the 13th Congress term[1].
The Party building work in ideology continues to be strongly innovated, increasingly in-depth, contributing to raising awareness, enhancing high solidarity and unity within the Party and the political system, social consensus, and strengthening trust in the People. Theoretical thinking is focused on innovation, enhancing the summary of practice associated with research and development of theory, contributing to continuing to supplement and develop the theoretical system on the path of innovation, on socialism and the path to socialism in Vietnam. The work of protecting the Party's ideological foundation and fighting against erroneous and hostile viewpoints has been implemented more drastically, synchronously and effectively[2]. Cadres and party members actively uphold the spirit of setting an example of "self- control", "self-revision", pioneering, exemplary, honorable, and self-respecting. Party committees and organizations have actively praised advanced models, resolutely fought against deviations, and strictly handled violations of ethics and lifestyle. Most Party committees, heads of localities, agencies and units have directed and seriously implemented the Party's regulations on building a team of cadres and Party members; regulations on the responsibility to set an example, self-criticism and criticism in the spirit of Resolution 4 of the Central Committee, 11th, 12th, and Conclusion 4 of the 13th Central Committee on Party building and rectification and the political system[6].
Mass mobilization work; strengthening the close relationship between the Party and the People, relying on the People to build the Party and the political system is strengthened[7]. Forms of democratic implementation have been gradually improved, innovated and guaranteed by the Constitution and laws, especially the Law on Grassroots Democracy. Effectively implement the motto "People know, people discuss, people do, people inspect, people supervise, people benefit". More fully promote the role of the Fatherland Front and socio-political organizations at all levels in mass mobilization work; consolidate and strengthen the great national unity bloc and the close relationship between the Party and the People. The emulation movement "Skilled Mass Mobilization" has become a regular activity, increasingly spreading widely in society.
The Central Government and Party committees and organizations continue to focus on leading and directing the innovation, perfecting the organizational apparatus and improving the effectiveness of the political system, with high political determination, achieving very important results. In particular, since October 2024, on the basis of inheriting the results of 7 years of implementing Resolution 18, the Central Executive Committee, the Politburo and the Secretariat have carefully studied, with a strategic vision and long-term orientation, establishing a comprehensive model of the political system; the arrangement and streamlining of the apparatus has been widely implemented, including the internal structure of agencies and organizations at both the central and local levels; adjusting provincial administrative boundaries, organizing local government at 02 levels, not organizing district-level, merging commune-level administrative units with the largest scale in modern history, reflecting the determination to reform the apparatus of the political system in a fundamental, strong and historical sense. To deploy the new organizational model, in a very short time, the amendment, supplementation, and promulgation of new regulations of the Party, the Constitution, the law, etc. have been carried out synchronously to create a solid political and legal basis for the apparatus to operate normally, continuously, and smoothly, contributing to paving the way for development. The work of disseminating and organizing implementation has been strongly innovated. The contents of the work were led and directed to be implemented very urgently, resolutely, synchronously, democratically, scientifically, and effectively, ensuring the leadership of the Party, State management, and supervision of the people, firmly upholding principles, strictly following regulations, steadfastly, and persistently pursuing the set goals; up to now, the entire political system has completed all goals and exceeded the set progress with a huge amount of work being implemented promptly. Regime and policies for cadres, civil servants, public employees, and workers affected in the implementation of organizational restructuring, staff streamlining, and cadres who are not old enough to be re-elected are issued and implemented promptly[14], facilitating the process of restructuring, gradually restructuring, and improving the quality of cadres, civil servants, and public employees of the political system.
The results of the revolution of streamlining the apparatus of the political system show that this is a very correct and very accurate policy, stemming from a strategic vision to develop the country for a long time, with historical significance, supported by cadres, party members, and people, highly appreciated by international public opinion; agencies, units, and organizations in the political system, especially the two-level administrative apparatus in the locality, ensure streamlining, effective operation, effectiveness, people's closeness, basic smoothness, stability, and better service to the people.
The consolidation and construction of grassroots party organizations and improving the quality of party members are increasingly in-depth and changing more positively[15]. Grassroots party organizations are reviewed and improved in sync with innovation and reorganization of the political system, economic organizations, and public service units. The functions, tasks, and model working regulations of some types of grassroots party organizations are supplemented, amended, and issued promptly[16]. Party committee and Party cell activities have been innovated in content and form[17]. The assessment and classification of the quality of party organizations and party members will become more substantial, objective, and practical, gradually overcoming the situation of achievements[18]. The team of Party Committee members is regularly consolidated, improved, and enhanced in political mettle and leadership capacity. The quality of the Party members has changed more positively. The work of developing party members in private enterprises and ethnic minority, religious, border, and island areas, among students, has been strengthened, basically eliminating the situation of "emptying" party members in villages and hamlets. Personnel work is given special importance, with many innovations, contributing to building a team of officials at all levels that gradually matures. Many policies and solutions on personnel work are institutionalized and concretized through regulations, rules and processes to ensure synchronization, democracy, transparency and strictness. Revise and promulgate a comprehensive and synchronous system of regulations on personnel work[21]: planning, decentralization of management; standards and criteria for evaluating officers; system of titles and positions; political theory training; protect internal politics...; Focus on important stages such as regular and continuous staff evaluation; The evaluation of cadres is becoming more democratic, objective, and substantive; associate the assessment of the quality, capacity, and reputation of officials with assigned responsibilities, tasks, specific products, and promptly replace weak officials; orient the number of deputies of agencies and organizations in the political system, the number of executive committee members, standing committees, deputy secretaries of the provincial Party Committee and city party committees for the 2025 - 2030 term [22] to ensure synchronization and consistency in the number of committee members and the number of deputies among localities, agencies, organizations and units in the political system in accordance with reality and not being equal, taking into account the characteristics of units carrying out consolidation and merger. enter. Party inspection, supervision and discipline work goes in-depth; Party committees and organizations at all levels are interested in leading, directing and implementing many synchronous and practical solutions, contributing to tightening discipline and order within the Party. The quality, effectiveness, and efficiency of inspection and supervision have been improved and achieved outstanding, quite comprehensive, breakthrough results, making an important contribution to the work of building and rectifying the Party and the political system.[27] The institutional system of inspection, supervision, and party discipline has been amended, supplemented, and promulgated promptly, ensuring synchronization, unity, and strictness. Increase initiative and determination to carry out very difficult and unprecedented tasks; Expanding inspection objects, ensuring there are no prohibited areas or exceptions.[28] Thematic monitoring is focused and more substantive, contributing to warning, preventing and preventing violations by party organizations and party members. The resolution of complaints and denunciations against party organizations and party members achieved positive results. Many complicated, backlogged, long-standing cases of public concern have been handled strictly and decisively; Many newly arising cases are examined, concluded, and handled promptly.[29] Party committees and inspection committees at all levels have strengthened leadership, direction, inspection, and supervision of declaration, disclosure, and control of asset and income declaration to prevent corruption, waste, and negativity. Combining regular inspection and supervision with specialized inspection and supervision, when there are signs of violation, achieves positive results. Proactively detect early to prevent, stop, and overcome shortcomings and violations of party organizations and party members right from the beginning, not allowing small violations to accumulate into large, prolonged and widespread violations. Inspection committees at all levels have coordinated synchronously and smoothly with functional agencies in the internal affairs sector and state management agencies in performing their tasks; There have been many innovations in the ways and methods of performing tasks, closely following the new policies of the Central Government to deploy tasks promptly and urgently. Publicizing inspection conclusions and handling violations against party organizations and party members has contributed to alerting, deterring and educating officials and party members.
The fight against corruption, waste and negativity has been focused on leading, directing and organizing the implementation resolutely, synchronously, comprehensively, in depth, with very high political determination, constantly, without rest, no forbidden areas, no exceptions, with strong progress, major breakthroughs, achieving many very important results; gradually perfecting the mechanism to prevent and combat corruption and negativity to "not be able", "not dare", "not wanting", "not needing" corruption and negativity. [30 Corruption and negativity have been gradually controlled, prevented, and pushed back, contributing to building an increasingly clean and strong Party and political system, promoting socio-economic development, and strengthening the people's trust in the Party, State, and the regime. Many particularly serious and complicated corruption and negativity cases, including long-standing cases and newly arising cases and incidents, have been discovered and handled strictly, synchronously and publicly. The Party's leadership and ruling methods have many innovations and are more effective, with more clearly defined viewpoints, principles, content, tasks, and solutions to improve the Party's leadership and ruling capacity. The Central Executive Committee, Politburo, and Secretariat have comprehensively and synchronously issued many strategic guidelines and decisions, paying special attention to leadership and direction, institutionalizing and concretizing the Party's guidelines and policies; Leading and directing the implementation of many tasks and solutions to remove bottlenecks and bottlenecks, responding quickly, promptly and effectively to difficult, complex and unprecedented situations, receiving approval and appreciation from officials, party members and people; promptly promulgate groundbreaking guidelines and policies on comprehensive innovation in law construction and enforcement; develop science, technology, innovation and digital transformation, build new production forces; Strongly develop the private economy; international integration in the new situation, aiming to proactively integrate deeply, take advantage of opportunities and overcome challenges to help the country develop strongly in the new era.[34] Party committees at all levels have focused on leading, thoroughly directing, organizing and implementing; promptly review, adjust and supplement the working regulations of party committees and organizations to be more specific and clear, especially regarding the responsibilities and authority of collectives and individuals. The Party leads the building and improvement of the socialist rule-of-law State and institutionalizes the mechanism of "Party leadership, State management, People's ownership" to become more and more effective.[35] Strictly implement the principle of unified Party leadership and management of the organizational apparatus and staff of the political system and personnel work. Party committees and organizations at all levels regularly focus on innovating leadership styles, methods, and working practices. The work of advocacy, propaganda, education and persuasion has been innovated synchronously. The responsibility to set an example has been institutionalized into specific regulations, especially the responsibility of the leader to set a comprehensive example. Leadership and direction of inspection, supervision and party discipline; fight against corruption, waste and negativity; Power control is given special importance, deployed comprehensively and synchronously, improving the Party's leadership and ruling capacity, fighting power, solidarity, unity, and strict discipline. The renewal of the Party's leadership and ruling methods affirms that the Party's correct, wise and ingenious leadership is the decisive factor in the country's results and achievements over the past time, and determines the success of the innovation cause.
Achieving the above advantages due to many reasons is noteworthy for the following main reasons: (1) Inheriting valuable experiences and lessons and effectively promoting the achievements in Party building over 40 years of renovation; correctly identifying revolutionary opportunities and requiring drastic and synchronous tasks and leadership and direction work with high political determination, full and timely information, promoting democracy, steadfastly promoting goals and bravery, speaking in parallel with the actions of the Central Executive Committee, Politburo, Secretariat, General Secretary, Party committees and Party organizations at all levels. (2) Solidarity and unity within the Party; active and effective participation of organizations in the political and popular system; the majority of cadres and party members have steadfast political will, strive to improve their qualifications, actively practice and mature in practice, maintain qualities, ethics, and lifestyle, and are conscious of preserving and promoting the good traditions of the Party and the nation. (3) The extensive international integration process; the achievements of the renovation process and the consensus and support of the People have created favorable conditions for the work of building and rectifying the Party and the political system.
2. Limitations, shortcomings and causes
The work of Party building in terms of politics, ideology and ethics is still limited. Some Party committees, heads of Party committees and authorities are not deeply and fully aware of violating working regulations and Party principles, especially the principle of democratic centralism. Some cadres and party members with political courage lack steadfastness, skepticism, and vague viewpoint about the Party's goals and ideals, and degradation in political ideology, ethics, and lifestyle. Self-criticism and criticism in some places are not regular. Forecasting, grasping the situation, summarizing practical practice, strategic research, and theoretical work are present, sometimes not meeting requirements. Fighting against erroneous and hostile viewpoints, protecting the Party's ideological foundation is sometimes still passive, especially in cyberspace.
The mechanism for coordinating social supervision and criticism is not yet synchronous; the contribution of ideas to build a Party and build a present government is not effective; the grasp and assessment of the situation at the grassroots level at times and in some places is not close to reality and is not timely.
Some agencies and organizations, especially administrative agencies at the commune level and organizations, are arranged and operate according to new functions, tasks and authorities, but initially still have some difficulties and confusion; the digitalization of documents, management of headquarters and assets; the arrangement of facilities in some agencies and organizations after the arrangement still has some limitations and inadequacies...
The leadership capacity and fighting strength of some party organizations are still weak; a few internal grassroots party organizations are disunited, some places lose fighting strength; Party activities in some places are still formal, the work of assessing the quality of Party cell activities is not effective. The work of building party organizations and developing party members in some places, especially in remote areas, ethnic minority, religious areas and non-state enterprises, still faces many difficulties. There are still some difficulties and inadequacies in the management of party members.
Personnel work still has certain shortcomings and weaknesses; the work of evaluating cadres is not comprehensive, accurate and complete; controlling power in personnel work, managing strategic-level cadres is still limited. The capacity of a number of cadres and party members has not met the requirements and tasks, limiting the performance of exemplary responsibility, violating Party discipline and State laws. Internal political protection work at some Party committees is not yet tight and not highly effective, especially in current political issues.
Inspection and supervision work in some places lacks initiative, determination, and ineffectiveness; regular supervision work still has many limitations, is not high in quality, and is not effective; self-inspection, detection, and handling of violations by some Party committees and organizations have not received due attention; the monitoring, urging, inspecting, and supervising the implementation of conclusions after inspection and supervision are still lacking determination; many Party organizations and Party members implementing requirements in conclusions are still not serious, not thorough, and the progress is still slow and prolonged. The mechanism to prevent corruption, waste and negativity is still limited.
Innovation of the Party's leadership and governance methods for the existing political system is still limited. Some major policies and orientations of the Party have not been institutionalized in a timely and complete manner. The situation of some documents being still general and slow to be supplemented, amended and replaced has not been overcome. The development and implementation of working regulations of some Party committees at the level is not scientific and ineffective. There is still a situation of making excuses, replacing or loosening leadership roles in some Party committees and organizations. Administrative reform in the Party has not met the requirements of the new situation; the implementation of digital transformation in some localities and units is still slow, with many limitations in methods, mechanisms, policies, infrastructure, and human resources.
The above limitations are due to many reasons, but mainly the following reasons: (1) The international context has many rapid, complex, unpredictable fluctuations, affecting the work of Party building and rectification; the fierce resistance of hostile forces; the negative side of the market mechanism and international integration; legal regulations in some fields are still not synchronous and not strict; the work of evaluating cadres is still a difficult stage. (2) The awareness of some Party committees and organizations, especially the leaders, is not complete, comprehensive, and profound about the meaning and importance of the work of building and rectifying the Party and the political system; the leadership, direction, and organization of the implementation of some Party committees and organizations is not proactive, creative, proactive, and inadequate; the capacity, experience, roles, and responsibilities of the leaders are still limited; some cadres do not meet the increasingly high requirements of the cause of building and defending the Fatherland; cadres' policies still have some shortcomings, do not encourage, fully promote their capacity and enthusiasm for work, making it difficult to attract cadres with high expertise to work in new, difficult, and complicated fields; a number of cadres and Party members lack training, fostering, and not setting good examples.
3. Lessons learned
First, steadfastly and creatively applying and developing Marxism-Leninism and Ho Chi Minh's ideology; steadfastly pursuing the goal of national independence and socialism; steadfastly following the Party's innovation guidelines; steadfastly following the Party's organizational and operational principles, Party Charter, and Political platform. Regularly attach importance to summarizing practices, supplementing and developing theories to affirm the leadership and governance role of the Party as the leading and key factor determining all victories in the cause of innovation, construction and protection of the Fatherland. Lead, direct, institutionalize, concretize and organize the implementation of the Party's guidelines and policies to ensure unity, synchronization and connectivity between Party regulations and State laws.
Second, maintain, consolidate and strengthen solidarity and unity between awareness and action throughout the Party, in the political system, first of all within the key leadership team and Party committees at all levels. Leadership and direction must be comprehensive, focused, key, proactive, creative, drastic, and effective; proactive, regularly guiding, urging, inspecting, and supervising periodically, promptly grasping the situation, removing difficulties and problems arising and closely coordinating with agencies and organizations. Strictly implement the principle of democratic centralism, ensure collective leadership, promote personal role and responsibility, especially the leader in organizing implementation; persevere, be receptive, listen; do not be perfectionist, do not be subjective and hasty, lose vigilance and do not be complacent with the achievements. For large, important, new, difficult and complicated tasks, the Central Committee sets out correct, flexible and creative policies and decisions, must determine the highest political determination, focus on leadership, and make breakthroughs in implementation with new thinking and new methods.

September 2. Continue to promote, resolutely, persistently fight, prevent, and repel corruption, waste, and negativity
The fight against corruption, waste, and negativity must be carried out resolutely, persistently, regularly, continuously, unceasingly, without rest, with high political determination, great efforts, strong, drastic, positive, proactive, and effective actions from the Central to the grassroots and party cells. Closely combine active prevention with proactive detection and strict and timely handling of corrupt, wasteful and negative acts, with no prohibited areas and no exceptions; In which, prevention is key, basic, long-term, detection and treatment are important and breakthrough. Promoting the fight against corruption, waste and negativity must put national interests first, encourage and protect innovative people, effectively serving the task of building and rectifying the Party, a clean and strong political system and socio-economic development, ensuring national defense and security. Focus on perfecting and resolutely implementing synchronously, effectively and efficiently institutions to make corruption, waste and negativity "impossible". Especially, perfecting institutions on controlling power, controlling assets and income of people with positions and powers; on openness, transparency and accountability in the performance of public duties; on the responsibilities of party committees, party organizations, agencies, units and heads; on protecting and encouraging people to actively fight against corruption, waste, negativity, dare to think, dare to do, dare to innovate and be creative for the cause of building and protecting the Fatherland. Strictly control, prevent and combat corruption, waste and negativity in building mechanisms, policies and laws. Focus on building and strictly implementing ethical standards, codes of conduct, and internal regulations of agencies and organizations to prevent and combat corruption, waste, and negativity. Continue to strongly innovate thinking, unify awareness and synchronously and effectively implement the Party's leadership and ruling methods, avoiding the situation of making excuses, substituting or relaxing the Party's leadership. 3. Breakthrough solutions
Continue to specify and implement the three breakthroughs drastically and synchronously as identified in the documents of the 13th National Party Congress. In the new period, continue to focus on the following three main groups of solutions:
3.1. Improve the capacity to innovate and improve self-reliance to enhance the effectiveness and efficiency of the Party's leadership and governance, consolidate and strengthen the people's trust. Since 2023, the Central Inspection Committee has inspected and supervised the declaration of assets and income for 131 cadres under the management of the Politburo, the Secretariat, and inspection committees at all levels, inspected and supervised the declaration of assets and income in 216 cases; the number of party members whose assets and income were verified by inspection committees at all levels was 16,642 cases. [30 By the end of June 2025, Party committees and inspection committees at all levels had disciplined more than 2,360 Party members for corruption, 313 Party members for violations of asset and income declaration; more than 29,500 Party members for degradation in political ideology, ethics, lifestyle, violations of exemplary responsibility and things that Party members are not allowed to do. Prosecution agencies nationwide have prosecuted and investigated more than 18,440 cases and more than 38,940 defendants for corruption, economic crimes, and positions; including 3,109 cases, 7,726 defendants for corruption crimes.
The authorities, through inspection, supervision, examination and auditing, have discovered and transferred nearly 1,900 cases with signs of crime to the investigation agency for consideration and handling according to regulations.
