1. Advantages and causes

The implementation of 10 tasks on Party building, 03 key tasks and 03 breakthrough solutions set by the 13th National Congress, especially a number of revolutionary and contemporary policies and tasks, has been focused on by the Party Central Committee, Politburo, Secretariat, headed by the General Secretary, with a very new, drastic, effective, comprehensive, synchronous, and profound implementation method, achieving very important results, creating a foundation for our country to firmly enter a new era, an era of strong and prosperous development.

The work of Party building in politics continues to be focused on, strengthened, creating a solid foundation to improve the Party's mettle, pioneering spirit, leadership and governance capacity. Regularly apply and creatively develop Marxism-Leninism and Ho Chi Minh's ideology; steadfastly pursue the goal of national independence and socialism; steadfastly follow the Party's innovation guidelines; steadfastly adhere to the Party's organizational and operational principles. The political courage, thinking, intelligence, leadership and governance capacity, position and fighting strength of the Party are increasingly enhanced, steadfast in the face of all difficulties and challenges. The Party's ability to forecast, plan guidelines, policies and strategic orientations continues to be innovated and perfected; promptly and urgently issue correct and creative decisions, identify specific, synchronous tasks and solutions, adapt quickly to developments in the situation; lead, direct, and organize implementation with high determination, great efforts, focus, seriousness, and high efficiency of the goals of the 13th Congress term[1].

2. Limitations, shortcomings and causes

The work of Party building in terms of politics, ideology and ethics is still limited. 3. Lessons learned

September 2. Continue to promote, resolutely, persistently fight, prevent, and repel corruption, waste, and negativity

The fight against corruption, waste, and negativity must be carried out resolutely, persistently, regularly, continuously, unceasingly, without rest, with high political determination, great efforts, strong, drastic, positive, proactive, and effective actions from the Central to the grassroots and party cells. Closely combine active prevention with proactive detection and strict and timely handling of corrupt, wasteful and negative acts, with no prohibited areas and no exceptions; In which, prevention is key, basic, long-term, detection and treatment are important and breakthrough. Promoting the fight against corruption, waste and negativity must put national interests first, encourage and protect innovative people, effectively serving the task of building and rectifying the Party, a clean and strong political system and socio-economic development, ensuring national defense and security. Focus on perfecting and resolutely implementing synchronously, effectively and efficiently institutions to make corruption, waste and negativity "impossible". Especially, perfecting institutions on controlling power, controlling assets and income of people with positions and powers; on openness, transparency and accountability in the performance of public duties; on the responsibilities of party committees, party organizations, agencies, units and heads; on protecting and encouraging people to actively fight against corruption, waste, negativity, dare to think, dare to do, dare to innovate and be creative for the cause of building and protecting the Fatherland. Strictly control, prevent and combat corruption, waste and negativity in building mechanisms, policies and laws. Focus on building and strictly implementing ethical standards, codes of conduct, and internal regulations of agencies and organizations to prevent and combat corruption, waste, and negativity. Promote practical summary and theoretical research on the ruling Party on the basis of science, democracy, efficiency, practicality, close to the reality of the Vietnamese revolution and the trends of the times, upholding the principle that the Communist Party of Vietnam is the only ruling party in Vietnam. 3. Breakthrough solutions

Continue to specify and implement the three breakthroughs drastically and synchronously as identified in the documents of the 13th National Party Congress. In the new period, continue to focus on the following three main groups of solutions:

3.1. Improve the capacity to innovate and improve self-reliance to enhance the effectiveness and efficiency of the Party's leadership and governance, consolidate and strengthen the people's trust. Focus on perfecting institutions, improving the capacity to plan the Party's guidelines and policies; innovate the development, promulgation and implementation of the Party's guidelines and policies, especially the promulgation of resolutions. 3.2. Effectively implement the organization of the political system according to the new model to ensure smooth operation, meeting the requirements and tasks of national development in the new era. Continue to strongly innovate the work of cadres to ensure objectivity, democracy, substance and efficiency, especially the work of appraisal and evaluation of cadres in accordance with the policy of "in, out, out", "up, down"; focus on improving the quality of cadres at all levels, especially strategic-level cadres, grassroots-level cadres with advanced thinking and management capacity, in line with the new organizational model and breakthrough development requirements of the country; innovate thinking, perfect mechanisms and policies to detect, attract, and promote talents, especially in strategic and spearhead sectors and fields, encourage and protect dynamic, creative cadres, dare to think, dare to do, dare to take responsibility for the common interests to motivate the country's rapid and sustainable development.

[13] In the 2026-2030 period, it is expected to save State budget expenditures (salary expenditures and administrative expenditure norms) by about VND 190,500 billion, an average reduction of VND 38,100 billion/year, not including other expenses.

[15] As of August 31, 2025, the whole Party has 50,090 TCCSD (including 14,419 grassroots Party committees and 35,671 grassroots Party cells); 210,627 subordinate Party cells, with 5,622,463 Party members, down 1,870 TCCSD, up 398,307 Party members compared to the beginning of the term.

[19] From 2021 to August 31, 2025, the entire Party has admitted 734,757 new party members, reaching 13.1% of the total number of party members, of which: female party members are 341,259 party members, Ho Chi Minh Communist Youth Union members are 438,861, religious people are 18,950, private business owners are 1,097, students are 67,432, leaders, managers and employees in enterprises are 80,323. 11,016 party members have been expelled; 34,585 party members have been removed from the list, including 9,885 reserve party members; 21,753 party members have asked to leave the party.

[23] Provincial Party Committees, City Party Committees, and Party Committees directly under the Central Government have reviewed and supplemented the planning for the positions of secretaries and deputy secretaries of Party Committees for the 2020-2025 term and leaders of State agencies for the 2021-2026 term under central management for 2,804 officials. The Politburo approved 227 comrades planning the Central Executive Committee and 27 comrades planning the Politburo and Secretariat term XIII, term 2021 - 2026. Party committees at all levels have supervised 85,117 party organizations and 282,471 party members. Disciplinary action against 1,467 party organizations (reprimanded 1,037, warning 430), of which the Politburo and the Secretariat disciplined 62 organizations; disciplined 68,873 party members (reprimanded 54,391, Warning 10,679, dismissed 1,427, expelled 2,376), of which the Central Executive Committee, the Politburo, and the Secretariat disciplined 198 cases (46 cases) (Central Committee members and former Party Central Committee members); in addition, the Central Inspection Commission and relevant agencies reported to the Politburo and the Secretariat decided to remove 14 cases of cadres under the management of the Central Committee.
