The Central Executive Committee of the Communist Party of Vietnam has just issued a Draft Political Report of the 13th Party Central Committee at the 14th National Congress of the Party.

The 14th National Congress of the Party took place in a context of rapid international and regional changes, with many uncertainties and uncertainties, and very complicated and unpredictable developments. After 40 years of renovation, the foundation, potential, position and international prestige have been raised to a new height. With the motto of Solidarity - Democracy - Discipline - Breakthrough - Development, the Congress determined the thinking, vision, and strategic decisions to help us firmly move forward in the new era, successfully implementing the country's development goals by 2030 when our Party celebrates 100 years of establishment (1930 - 2030); realizing the development vision to 2045, celebrating the 100th anniversary of the founding of the Socialist Republic of Vietnam (1945 - 2045).

I- EVALUATION OF THE IMPLEMENTATION OF THE RESOLUTION OF THE 13TH CONGRESS OF THE PARTY AND THE COUNTRY'S CHRISTIANS AFTER 40 YEARS OF REFORM

The implementation of the 13th Congress Resolution takes place in the context of a rapid, complex, unpredictable, unpredictable, difficult, and challenging world, with more and more favorable changes and many very new and unprecedented issues, especially the Covid-19 pandemic, the Fourth Industrial Revolution is taking place quickly, deeply and comprehensively, especially with artificial intelligence; non-traditional security issues are increasingly complex. The world economy is declining and becoming unstable due to the impact of trade conflicts, major adjustments to trade policies and global security issues. The Asia - Pacific and Indian Ocean regions, including Southeast Asia, continue to hold important strategic positions as growth drivers of the world economy, but face many difficulties and challenges. Our country is deeply affected by unfavorable external factors, heavily affected by the Covid-19 pandemic, natural disasters, trade conflicts... both having to deal with shortcomings and long-term internal problems, and focusing on solving newly arising complex and sudden problems.

In the context of many difficulties and challenges, with the will, aspiration for development, creating a future, innovative thinking, great efforts, and drastic actions, our entire Party, people, and army have joined hands and unanimously successfully implemented the Resolution of the 13th National Congress. Our Party firmly leads the country to continue to achieve very important, comprehensive, breakthrough results, with many outstanding bright spots.

1. Results achieved

(1) Economic development, implementation of 3 strategic breakthroughs to achieve many important and outstanding results; resource management, environmental protection and climate change adaptation have positive changes

The macro economy is basically stable, major balances are guaranteed. Inflation, state budget deficit and public debt indicators are controlled; trade surplus is continuously high; the domestic market is developing strongly. Development investment resources are mobilized and used more effectively. Many projects are backlogged, businesses suffer long losses, and weak credit institutions have been resolutely handled, achieving many results. Resolutely implement many solutions to control and repel the Covid-19 pandemic, including special, unprecedented solutions, especially vaccination diplomacy, free vaccination nationwide and implement the "possible" goal of focusing on disease prevention, control, recovery and rapid economic development after the pandemic.

Economic growth in the period of 2021 - 2025 will average about 6.3%/year, belonging to the group of high-growth countries in the region and the world. The GDP scale in 2025 is estimated to reach over 510 billion USD, 1.47 times higher than in 2020, ranked 32nd in the world, GDP per capita reaching about 5,000 USD, joining the group of countries with high average incomes, highly appreciated by many prestigious international organizations. Growth quality has changed positively, the contribution of factors (TFP) to economic growth reached about 47%.

The economic structure continues to shift in the right direction, the proportion of agriculture, forestry and fishery sector decreases; the proportion of industry, construction and service sector increases. The processing and manufacturing industry has developed quite well; the localization rate has improved. Agriculture has gradually developed in the direction of ecology, green, circular, applying high technology, improving quality and efficiency, continuing to promote the "supporting" role in the economy, ensuring national food security. New rural construction has achieved many outstanding results, fundamentally changing the face of the countryside and improving people's lives. The service and tourism sector recovered and developed rapidly; the marine economy continued to develop. Many new production and business models have been formed, creating a favorable premise for the development of new productive forces.

Promote decentralization and delegation of authority, focus public investment capital on key national projects, have high spread, connect regions and inter-regions, and fundamentally overcome the situation of scattered and dispersed investment. Credit growth has been strongly directed towards production and business activities and priority sectors. The production and business activities of some economic groups and state-owned corporations have been effective, maintaining a key position in the economy.

Innovating mechanisms and policies to promote private economic development, especially from 2025, affirms that private economic development is the most important driving force of the economy. Initially, a number of large-scale, multi-industry private economic groups have been formed, capable of competing in the international market.

Economic zones, industrial parks, tourist areas associated with coastal urban chains have been formed and developed strongly; free trade zones have been established in some localities. Initially forming economic growth poles and centers for innovation, creativity, science, technology, education and training in large cities; the urbanization rate in 2025 will reach 45%.

Resource management and use; environmental protection and climate change response, natural disaster prevention, control and mitigation are strengthened; institutions and policies are gradually improved; capacity for natural disaster forecasting and warning, climate change adaptation is improved; coordination between levels, sectors and localities is closer and more effective.

The three strategic breakthroughs were implemented synchronously, focusing on and keyly, achieving outstanding results, creating a new foundation and driving force to promote socio-economic development. Strongly innovate thinking and methods in law making and organization of law enforcement; focus on adjusting, supplementing and perfecting laws in the direction of thorough decentralization and delegation of power, and simplifying administrative procedures to the maximum to remove difficulties, obstacles and bottlenecks in implementation, ensuring the legitimate rights and interests of people and businesses. The quality of human resources is increasingly improved. The socio-economic infrastructure system has had a breakthrough development, many important large-scale infrastructure projects have been invested in, upgraded, highways, airports, seaports, digital infrastructure, etc., contributing to changing the face of the country and opening up new development space. Focus on investing in developing science, technology, innovation and national digital transformation, especially high technology, building a national data center; applying population data, identification and electronic authentication... creating momentum for growth model innovation and increasing the added value of the economy.

(2) Cultural, human and social development has achieved very important results, many aspects of progress; social security and people's lives have been increasingly improved

A more complete understanding of the role and importance of culture in sustainable development. Institutions, policies and investment resources for cultural development are enhanced. The system of cultural institutions is focused on building and promoting. Cultural activities, cultural and artistic products are increasingly diverse and abundant. Cultural industry, cultural services and cultural markets are gradually being developed. International cultural integration is expanding. The National Target Program on Cultural Development for the period 2025 - 2035 has been developed and implemented.

The policies and guidelines of the Party and State on comprehensive human development are increasingly complete, focused and substantial. The discovery, attraction, training, and promotion of talent have initially had positive changes. The Human Development Index (HDI) has improved significantly, increasing by 14 places, reaching 0.766 points, belonging to the group of countries with high human development. The happiness rating index increased by 33 places compared to the beginning of the term, ranking 46/143 countries.

Basic and comprehensive innovation in education and training has achieved some important results. The content and methods of education and training have been innovated; the quality of education and training at all levels of education has been improved. International cooperation in education and training continues to expand. In particular, tuition exemptions and support have been implemented for preschool children, primary school students, and students of general education programs in the national education system. The investment policy for the construction of inter-level boarding schools in the border communes has been implemented early.

Science, technology, innovation and digital transformation continue to be identified as the driving force for development. Science and technology institutions are focused on innovating, perfecting and developing more synchronously; the potential of science and technology is enhanced. International integration in science and technology is promoted; innovation and development of the startup ecosystem are encouraged.

Economic growth is more closely linked to ensuring progress and social justice; priority has been given to allocating resources for social security and human development. The material and spiritual life of the people has been significantly improved. Social policies, ethnic policies, religions, policies for meritorious people, policies for overseas Vietnamese... continue to be improved and implemented with many improvements. Social security is increasingly guaranteed; social welfare is increasingly improved. Sustainable poverty reduction policies and solutions are implemented synchronously and effectively in the spirit of "leaving no one behind". The multidimensional poverty rate will decrease from 4.4% in 2021 to 1.3% in 2025. Accelerate the implementation of the Project to invest in the construction of at least 1 million social housing apartments; establish a National Housing Fund. By September 2025, temporary and dilapidated houses nationwide will be eliminated. The number of people receiving regular social assistance has been expanded, reaching over 3.5 million people in 2025, of which 55% are elderly.

The health system and health care for people have developed positively, quality has been improved, disease diseases are well controlled, and many advanced medical technologies and techniques have been mastered. The focus has been on implementing the regime of opening the line for medical examination and treatment under health insurance. Private healthcare continues to develop. The health insurance coverage rate increased from 90.9% in 2020 to 95.2% in 2025. The average life expectancy and health index of people nationwide have improved, in 2025, the average life expectancy from birth is 74.8 years, the number of years of healthy living is about 67 years.

(3) National defense and security are constantly being consolidated and enhanced; foreign relations and international integration are upgraded, achieving many outstanding results

Closely and effectively combining two strategic tasks of building and defending the Fatherland, maintaining a peaceful and stable environment for national development. National defense and security continue to be strongly strengthened in terms of potential, forces and position. The national defense posture, the national defense posture, the people's security posture, and the people's security posture are increasingly consolidated; closely linked with the solid people's heart posture, especially in key strategic areas, border lines, and islands.

Maintain national digital sovereignty in cyberspace. Promote international and foreign integration in defense and security; actively and effectively participate in United Nations peacekeeping activities.

Foreign affairs have actively and effectively promoted their pioneering role, contributing to maintaining and consolidating a peaceful and stable environment, opening up an unprecedented new situation for national development. Party foreign affairs, state diplomacy, and people's foreign affairs have been comprehensively and synchronously implemented, achieving many outstanding results; relations with countries and partners have gone into depth, stability, and sustainable development, especially upgrading and deepening comprehensive strategic partnerships with major countries and important partners. Promoting the advantages of diplomatic methods well. Comprehensive and extensive international integration is being proactively and actively implemented in all fields. Effectively implement free trade agreements, proactively participate in a number of economic linkage initiatives and new economic cooperation frameworks. (4) Building and rectifying the Party and the political system has achieved many very important results, with unprecedented outstanding and breakthroughs

The work of Party building in politics continues to be focused on and strengthened; persevere, maintain and promote the four steadfastness, improve the political will, pioneering, qualifications, leadership capacity, governance, and fighting strength of the Party. The fight to prevent and repel the degradation of political ideology, ethics, lifestyle, "self-evolution", and "self-transformation" within the organization has achieved many positive results.

The Party building work in terms of ideology continues to be strongly innovated, in-depth, contributing to raising awareness, strengthening solidarity and unity within the Party and the political system. There have been many innovations in organizing research, studying, disseminating, propagating, and implementing the Party's resolutions. The work of summarizing practices and theoretical research is attached importance, closely linked with policy orientation. The theoretical system on the road to innovation, socialism and the path to socialism in Vietnam continues to be perfected. Education, training, and fostering in ideology and political theory have many innovations. The work of protecting the Party's ideological foundation and fighting against erroneous and hostile viewpoints has been implemented resolutely, synchronously and effectively.

The work of building a Party on ethics is especially valued. Upholding revolutionary ethical standards and promoting the responsibility of setting an example for cadres and party members, the higher the position, the more exemplary the leader must be. The work of educating, fostering, studying and following Ho Chi Minh's ideology, morality and style in conjunction with implementing the Party's regulations on building a team of cadres and Party members has been widely and effectively implemented.

Mass mobilization work has been strengthened, contributing to tightening the close relationship between the Party and the People. Focus on dialogue, listen to opinions, promptly resolve the legitimate concerns and recommendations of the People, promote the role of the People in participating in building the Party and the political system, contributing to strengthening the People's trust in the Party.

The work of Party building and organization has been implemented resolutely, strongly, comprehensively and synchronously. The work of building grassroots party organizations and improving the quality of party members has been given attention to specific, substantial and effective leadership and direction. The work of Party building and developing Party members in private enterprises and ethnic minority, religious, border, and island areas, among students, has been strengthened, basically eliminating the "empty" situation of Party members in villages and hamlets. The work of managing, reviewing and screening party members has been carried out increasingly seriously, strictly and in accordance with regulations. Proceeding to change party membership cards throughout the Party, improving the effectiveness of party member management.

The work of Party building on cadres has been given special attention, with many innovations contributing to the comprehensive construction of cadres at all levels, especially strategic-level cadres. Internal political protection work has been given attention to leadership, direction and organization to be implemented more and more disciplined and regularly.

The work of inspection, supervision and party discipline has been strengthened, regularly, strictly, and achieved many outstanding results. Closely link inspection, supervision and party discipline with self-criticism, criticism and compliance with the law. The strict handling of a number of degraded organizations, individuals, and party members who violated discipline, including high-ranking officials, has had negative effects in education, warning, deterrence, and prevention.

The Party's leadership and governance methods for the State, the Fatherland Front and socio-political organizations have been innovated, more effective and efficient. The Party Central Committee, the Politburo and the Secretariat have led and directed the implementation of many tasks and solutions to remove bottlenecks and bottlenecks, respond quickly, promptly and effectively to difficult and complicated situations that are unprecedented, and have been highly appreciated by cadres, party members and people.

In particular, since October 2024, on the basis of inheriting the results of 7 years of implementing Resolution 18, the Party Central Committee, the Politburo and the Secretariat have carefully studied, with a strategic vision and long-term orientation, establishing a comprehensive model of the political system; the arrangement and streamlining of the apparatus has been widely implemented, including the internal structure of agencies and organizations at both the central and local levels; adjusting provincial administrative boundaries, organizing local governments at 2 levels, not organizing district-level, merging commune-level administrative units, with the largest scale in modern history, completed 5 years before the resolution was issued, reflecting the determination to reform the apparatus of the political system in a fundamental, strong and historical sense.

In a very short time, the amendment, supplementation, and promulgation of new regulations of the Party, the Constitution, the law, etc. have been carried out synchronously, creating a solid political and legal basis for the apparatus to operate normally, continuously, and smoothly, contributing to paving the way for development. The implementation and organization of the new organizational model has been strongly innovated. The contents of the work were led and directed to be implemented very urgently, resolutely, synchronously, democratically, scientifically, and effectively, ensuring the leadership of the Party, State management, and supervision of the People, firmly upholding the principles, strictly following regulations, steadfastly, and persistently pursuing the set goals; up to now, the entire political system has completed all goals with a large workload and exceeding the set progress.

The results achieved in the past time have affirmed the breakthrough and comprehensive innovation in both leadership, direction and implementation organization:

- The organizational system, Party, State agencies, the Fatherland Front, and socio-political organizations from the central to local levels are reorganized synchronously, streamlinedly, effectively and efficiently.

- End the operation of party delegations, party executive committees, establish new party committees at the central and provincial levels; reduce many agencies and units under the central, provincial and internal focal points.

- Organize administrative units according to the new model in parallel with the merger of provincial and commune-level administrative units; merge and reduce 29 provincial-level administrative units, reduce 7,277 commune-level administrative units, not organize district-level administrative units; reorganize the military and police system in localities, inspectors, courts, prosecutors, vertical management agencies and units, arrange local party organizations in sync with agencies, units, and organizations of the political system according to the model of organizing two-level administrative units; arrange socio-political organizations, mass associations assigned by the Party and the State under the Fatherland Front at all levels.

- Synchronously promulgate the policies and regulations of the Party, the laws of the State, the regulations of the Fatherland Front and mass organizations, ensuring sufficient political and legal basis when implementing the arrangement; functions, tasks, and organizational structure of agencies and organizations are studied, promulgated, supplemented, and amended promptly and appropriately, ensuring that agencies, units, organizations, cadres, civil servants, and public employees operate continuously and smoothly, contributing to improving efficiency, effectiveness, and efficiency, not leaving work interrupted, leaving tasks, areas, fields vacant, and affecting the normal activities of agencies, units, organizations, society, and people before, during and after the arrangement. Promote decentralization and delegation of power in a modern direction, close to the people, close to the grassroots, strengthen inspection and supervision. The implementation of staff streamlining associated with improving the quality of the staff has had clear changes, achieving the set goals, contributing to saving state budget expenditures. Regimes and policies for cadres, civil servants, public employees, and workers affected in the implementation of organizational restructuring, staff streamlining, and cadres who are not old enough to be re-elected are issued and implemented promptly, facilitating the process of restructuring, gradually restructuring, and improving the quality of the cadres, civil servants, and public employees of the political system.

Achieving the above results first of all stems from the continuous and persistent efforts of the entire Party, people and army over many terms; is the result of the Party's correct and creative policies, guidelines and strategic decisions in this term, demonstrating the intelligence, bravery, enthusiasm, core role in leadership, initiation, creating motivation, orientation for development and direction of the Party's implementation in accordance with the country's reality and the trend of the times; is the result of solidarity, unity and the wise, synchronous, drastic and effective leadership and direction of the Party Central Committee, the Politburo, the Secretariat, headed by the General Secretary and Party committees and organizations; is the result of the sharp management, direction, determination of the Prime Minister, the Government, the Party's President, the President and the Party Committee; the effectiveness of the Party's personnel, the effectiveness of the Party's activities, the coordination of the Party's internal and internal affairs, the effectiveness of the Party's activities, the Party's activities, the Party's activities, the Party's activities, the Party's activities, the Party's activities, the Party's activities; the effectiveness of the Party's activities, the Party's activities, the Party's activities, the Party's activities, the Party's activities. 2. Limited and weak

The completion of development institutions is still slow. Some laws, mechanisms, policies, regulations, and administrative procedures are still contradictory, overlapping, and lack consistency, causing obstacles to development. Economic growth is still below the potential level, not reaching the set target. The productivity, quality, efficiency and competitiveness of the economy are still low; the average labor productivity growth rate for 5 years is estimated at 5.3%, lower than the set target, the ICOR coefficient is still high (6.9). Innovation of the growth model associated with economic restructuring is still slow. Capacity and technological level are still weak, lacking foundational industries and strategic technology as the core to promote economic growth. Science, technology and innovation have not become the main driving force for industrialization, modernization and development of the country. Infrastructure is not yet synchronous, weak, lacking and has not kept up with requirements. The unblocking, mobilization and allocation of development resources is still limited.

Environmental pollution has not been effectively controlled, and is even more serious, especially in large cities, industrial parks and craft villages. The ability to respond to and minimize the harmful effects of natural disasters and climate change has not met requirements. The management and use of resources and minerals, especially land and water resources, is not highly efficient.

Culture has not really become a resource, an endogenous strength and a strong driving force for development. The national value system, cultural value system, family value system and Vietnamese human standards are slow to be clarified. The synchronous mechanisms, policies and social environment necessary for comprehensive human development, high-quality human resources and the appreciation of talents have not been created. Investment in culture is still low and scattered. The development of cultural industries, cultural services, and tourism is not commensurate with the potential. The cultural market is slow to develop. The cultural environment is not really healthy; social morality is still showing signs of deterioration. The management of some cultural, religious and belief activities is still inadequate, showing signs of being lax. Access opportunities and the level of enjoyment of cultural development results still vary between regions, areas, and classes of people.

The implementation of fundamental and comprehensive innovation in education and training is not synchronous, lacks systematicity, and is still confused. The implementation of socialization in education and training has shown signs of fraud. The quality of education and training, especially education in quality, personality, vocational skills, and higher education, is slow to improve. Education and training in remote areas and ethnic minority areas still faces many difficulties; policies and regimes for teachers are still inadequate.

Mechanisms and policies for science, technology and innovation still have many limitations and problems. The mechanism, policies, investment resources, financial management in science, technology and treatment for intellectuals are not suitable. The science and technology market is slow to develop. Some strategic and key science and technology majors are still slow to develop. Enterprises have not really played a central role in the national innovation system.

Social security, human security, and social welfare have not been firmly guaranteed. Population and development policies have not kept up with practical requirements. The rich-poor differentiation and social inequality tend to increase. Transportation infrastructure, electricity and water in remote areas and ethnic minority areas are still difficult. Medical services still have many limitations, especially grassroots health care and preventive medicine.

The organization of the implementation of the Party's resolutions, the State's policies and laws has many innovations and good practices, but has not yet caught up with the requirements of breakthrough development of the country. The leadership role of some Party committees is still limited. Political and ideological education work is sometimes not close to reality and lacks depth. There are still some shortcomings in personnel work, especially in personnel assessment; Power control in personnel work, especially strategic-level personnel management, is still limited. Some agencies and organizations, especially administrative agencies at the commune level and organizations, are arranged and operate according to new functions, tasks and authority, and initially have some difficulties. The work of building a Party organization, managing and developing Party members still has some difficulties and inadequacies, especially in remote areas, ethnic minority, religious areas and non-state enterprise areas. These are issues that need to be focused on overcoming and resolving completely soon to create a foundation and conditions for the cause of building, developing the country and defending the Fatherland in the new period.

Overall assessment, after 5 years of implementing the 13th Congress Resolution, although there are still some limitations and shortcomings, our country has achieved very important, comprehensive, breakthrough results, many outstanding bright spots, basically completing the main goals and targets. The potential, resilience and adaptability of the economy are enhanced, creating momentum for rapid growth for the next period. In particular, at the end of the term, many revolutionary strategic decisions were issued and implemented drastically, synchronously and effectively. The results of the revolution of streamlining the apparatus of the political system show that this is a very correct policy, very successful, closer to the people, better serving the people, stemming from a strategic vision to develop the country for a long time, with historical significance, supported by cadres, party members, and people, highly appreciated by international public opinion; agencies, units, and organizations in the political system, especially the organization of the local government apparatus at both levels, ensure streamlining, effectiveness, efficiency, and closeness to the people, serving the people, the grassroots, basically smooth and stable. The economy overcame many difficulties and challenges, ensuring macroeconomic stability and maintaining a good growth momentum. The independence, sovereignty, unity and territorial integrity of the country is maintained; the political and social situation is stable; national defense, security, order and social safety are guaranteed. The peaceful environment is maintained; foreign affairs and international integration are expanded, elevated and deepened; Vietnam's position and prestige in the international arena are increasingly enhanced. The overarching risk is the risk of falling behind, especially in technology and falling into the middle-income trap. Development thinking has not kept up with the world's development trends, policy responses have not been timely, adjustments and synchronous completion of development institutions have not been slow, and has not met the requirements for rapid and sustainable development of the country in the new period. The population aging process is happening faster than expected. Climate change, natural disasters, and epidemics are increasingly severe. Corruption, waste and negativity in some areas are still complicated and serious. Hated and reactionary forces continue to carry out many tricks and plots to sabotage the Party, State and our regime. The cause of protecting independence, sovereignty, unity and territorial integrity, especially protecting sovereignty, sovereign rights, jurisdiction and national interests in the East Sea, protecting the Party, State and the regime, protecting sovereignty and national security in cyberspace and water security still faces many challenges.
