I- PURPOSE AND REQUIREMENTS
1. The action program aims to concretize and effectively organize the implementation of the Resolution of the 14th National Party Congress, closely following the goals, guiding viewpoints, development orientations, key tasks and strategic breakthroughs, while ensuring suitability with the domestic and international situation and meeting the requirements of rapid and sustainable national development, national defense in the period of 2026 - 2030, with a vision to 2045.
2. The action program sets out important and strategic tasks, projects, works and works in the 2026 - 2030 period, assigning specific responsibilities, clear resources, progress and necessary conditions for implementation, as an important basis for all levels and sectors to implement according to assigned functions, tasks and powers, contributing to the successful completion of the goals set by the 14th Congress.
3. In the process of implementing the Action Program, it is required that Party committees and organizations at all levels seriously grasp the motto: Developing to stabilize and stabilize to promote development and constantly improve people's lives; ensure the highest national and ethnic interests; take the satisfaction, trust of people, businesses and work efficiency as evaluation criteria.
II- MAIN TASKS
1. Continue to build and perfect the country's rapid and sustainable institutional development synchronously
a) Political institutions
- Continue to perfect the mechanism of Party leadership, State management and People's mastery.
- Based on summarizing practices, researching theories, issuing resolutions, conclusions, and regulations of the Party to promptly implement the Party's strategic decisions in all areas of social life.
- Establish and effectively operate a two-way information system between the State and the people, through digital platforms and tools to collect public opinions.
- Continue to review the functions and tasks of agencies in the political system, ensuring no overlap or duplication, improving effectiveness and efficiency of operations.
- smoothly operate the organization of local government at both levels; continue to clearly define the authority between the provincial and commune levels, while building a flexible and effective coordination mechanism between the government, the Party, the Fatherland Front and socio-political organizations, and people's organizations.

- Continue to reform strongly, minimize administrative procedures in the direction of publicity and transparency, reduce costs of law compliance, and strongly shift from pre-inspection to post-inspection. Strive to improve the ranking of Vietnam's business investment environment in the top 3 countries of ASEAN and the top 30 countries in the world by 2030.
- Establish and effectively operate the National One-Stop Investment Portal to attract, promote and resolve investment procedures according to the one-stop model.
- Continue to implement clear and synchronous decentralization and delegation of authority in the fields of finance, investment, construction, land and other fields.
- Develop and implement policies to support improving financial, technological and governance capacity for domestic enterprises, supporting enterprises to participate in the global value chain.

- Complete mechanisms and policies for strong development of digital agriculture economy, smart agriculture, green agriculture and circular agriculture; policies for reasonable and flexible management and use of rice-growing land, converting low-efficiency rice-growing land to crop production, livestock, industrial production or other high-efficiency purposes; mechanisms and policies on land, investment, insurance, public-private partnership... for agricultural economic development.
- Develop support mechanisms and policies, attract resources, apply science and technology, transform digitally, expand markets for collective economy, cooperatives.
- Completing regional linkage institutions, improving the effectiveness of coordination and linkage for regional development.
c) Institutions for cultural and human development
- Issuing a national value system, a cultural value system, a family value system and a Vietnamese human standard, deeply integrating it into educational programs, mass media activities and grassroots cultural activities.
- Develop breakthrough policies, support the development of the cultural industry, entertainment industry, preserve and promote heritage and strongly encourage creativity in art, design, and digital content production.
d) Institutions for social development management
- Establish and perfect flexible social security policies; promote digital transformation, apply digital technology in implementing social policies.
- Establishing institutions and policies to ensure fairness in access to development opportunities for disadvantaged groups; enhancing close and effective connections between economic policies and social policies.
d) Institutions for resource management, environmental protection, climate change adaptation
- Build and complete a legal framework to develop a circular economy, a low-carbon economy, and establish and operate a domestic carbon credit trading floor.
- Build and complete a real-time environmental monitoring system; mandatory reporting and strict control of emissions for large-scale enterprises.
- Issue synchronous mechanisms and policies to fundamentally overcome environmental pollution in large cities, especially air pollution in Hanoi and Ho Chi Minh City.
e) National defense, security, and foreign affairs institutions

- Develop and implement the National Target Program for modernization, comprehensively improving the quality of education and training.
- Deploy a roadmap for implementing universal preschool education; by 2030, 100% of provinces and centrally run cities will meet the universal preschool education standards for children aged 3 to 5.

- Promote the development and application of artificial intelligence (AI) in education.
- Develop a number of vocational training institutions, majors, and vocational training at a level equivalent to the region and the world.
- Develop and implement a high-quality human resource training program according to international standards, especially focusing on the team of managers and human resources for key industries in science and technology, smart governance, basic science and priority and emerging fields[1].

- Strictly implement the procedures for investigating, prosecuting, and trying serious corruption cases, publicizing handling results; establishing interdisciplinary inspection working groups in sensitive areas.
- Strengthen propaganda on a culture of integrity; issue appropriate salary and bonus mechanisms to reduce corruption motives.
- Develop and implement regulations on practicing thrift and combating waste.
k) Continue to strongly innovate the Party's leadership and governance methods
- Review, amend and supplement working regulations of Party committees at all levels in the direction of clear decentralization and delegation of authority.
- Innovating the leadership style of Party committees at all levels towards flexibility, effective leadership and management through technology and digital data.
- Develop the Party's internal work management system on a digital platform, with the function of supervising the implementation results of the resolution; periodically organize a preliminary review of the digital transformation model in the leadership of Party agencies from the central to local levels.

13. Key tasks
a) Regarding the synchronous construction of development institutions, focusing on the legal system, mechanisms, and policies
- Clearly identify and implement a roadmap to amend and supplement important laws such as: Land Law, Public Investment Law, Enterprise Law, State Budget Law...
- Promote the implementation of digitalization and integration of the national legal knowledge system, creating an open, public and transparent legal foundation to serve people, businesses and the management apparatus.
- Piloting a controlled testing mechanism in new areas such as financial technology (FinTech), artificial intelligence (AI), energy transition, digital technology, etc.
- Promote administrative reform, reduce administrative procedures, create conditions for people and businesses.
b) Regarding the building and rectification of the Party and the clean and strong political system
- Continue to perfect the 3-level government model.
- Develop a team of strategic-level cadres, focusing on standardization, rejuvenation, specialization and linking with planning and inter-connected training.
- Promote the implementation of a mechanism for coordination between the Party - government - Front and local unions.
- Effectively organize inspection and supervision programs on the implementation of resolutions and policies, associated with strict handling of violations, ensuring discipline and order in the Party and the political system.
- Strengthen the implementation of activities to prevent and combat corruption, waste and negativity, along with improving the effectiveness of controlling power from inside and outside the political system.
c) Regarding the development of a socialist-oriented market economy
- Continue to perfect the complete, modern, and internationally integrated market-oriented Vietnamese socialist economic institution.
- Improving the efficiency of the state economic sector, developing the private economic sector is the most important driving force of the national economy. Strengthen the connection of foreign-invested economic regions with Vietnam's economic regions.
- Establish a new growth model, restructure the economy, promote industrialization, modernization, take science, technology, innovation and digital transformation as the main driving force. Improve the efficiency and competitiveness of some important industries. Strongly develop the digital economy, circular economy, green economy, promote energy transition.
- Build new-generation economic zones, free trade zones, and international financial centers.
d) On science, technology, innovation and digital transformation
- Increase investment, improve infrastructure for science, technology, innovation and national digital transformation.
- Develop and promote high-quality human resources and talents to meet the requirements of developing science, technology, innovation and national digital transformation.
- Promote digital transformation, application of science, technology, and innovation in the operations of agencies in the political system; improve the effectiveness of national governance, the effectiveness of state management in all fields, and ensure national defense and security.
- Strongly promote scientific, technological, innovative and digital transformation activities in enterprises.
- Strengthen international cooperation in the development of science, technology, innovation and digital transformation.
d) Regarding sustainable development of human resources, culture and society
- Issuing a national value system, a cultural value system, a family value system and Vietnamese human standards, integrating them into education programs, mass media and grassroots cultural activities.
- Invest in the development of Vietnamese people in the digital age, with indicators of health, education, digital skills, global skills, and lifelong learning ability.
- Building a modern national education system on par with the region and the world.
- Effectively implement the National Target Program on Cultural Development.
- Strongly develop cultural industries, entertainment industry, cultural services.

14. About strategic breakthroughs
a) Institutional breakthrough
- Build a legal framework to meet the requirements of promoting the development of the digital economy, especially financial technology, digital assets, artificial intelligence, e-commerce, and new technology industries.
- Develop breakthrough and outstanding mechanisms and policies to mobilize and effectively use resources to develop new economic models and key national projects.
- Apply specific, especially, internationally competitive mechanisms and policies for dynamic regions, growth poles, economic corridors, economic zones, technology zones, free trade zones, and international financial centers.
b) Developing high-quality human resources and innovating personnel work
- Develop a specific mechanism to train high-quality human resources to meet the requirements of breakthrough development in science, strategic technology, fundamental industry, and emerging industry.
- Gradually build a "Chairman Capacity Scoring System" on a digital platform, integrating data on work results, output products, credit index and multidimensional feedback.
- Develop a specific mechanism on income, working environment, and appointment to attract and employ scientists, leading experts, technology entrepreneurs, and talents who are overseas Vietnamese.
c) Developing synchronous and modern infrastructure
- Focus on investing in and building important high-speed road traffic axes; gateway seaports combined with international transit; major airports; high-speed railway line on the North-South axis, urban railway system in Hanoi, Ho Chi Minh City, international railway lines and international transit seaports; strive to complete the Lao Cai - Hanoi - Hai Phong railway line before 2030.
- Invest in and build energy infrastructure to meet the requirements of breakthrough socio-economic development, including the construction of a number of nuclear power plants with appropriate scale, advanced and safe technology, especially small-mold nuclear power plants; development of renewable energy projects.
- Build and complete digital infrastructure to ensure synchronization and modernity for national digital transformation; develop national digital platforms and essential digital utilities to meet the requirements of digital government, digital economy, digital society, and digital citizens. Synchronously developing national databases and large data centers to ensure connectivity, integration, sharing and exploitation to effectively serve state management, creating a foundation for digital economic and digital society development.
The contents of key tasks and breakthroughs are concretized by specific projects in Appendix 3 of the Action Program.
III- IMPLEMENTATION ORGANIZATION
1. Party committees at all levels direct the implementation of assigned tasks in the Action Program, ensuring progress, quality, and efficiency, contributing to the successful implementation of the goals of the Resolution of the 14th National Party Congress.
2. Party committees of ministries, ministerial-level agencies, government-run agencies, provincial and municipal Party committees direct the study and review of solutions to mobilize new resources and driving forces for growth; organize timely, flexible and effective implementation, complete the goals, targets of sectors, fields, and targets of local economic growth in Appendix 1, Appendix 2 and Appendix 3.
3. The Party Committee of the Fatherland Front and Central organizations shall lead and direct the development of programs and plans to guide and mobilize the People to carry out tasks in the Action Program to implement the Resolution of the 14th National Congress; promote the role of social supervision and criticism, participate in the development of laws, mechanisms and policies.
4. The Central Party Office presides over and coordinates with the Government Party Committee, the National Assembly Party Committee, and Party committees to monitor, inspect, supervise, evaluate implementation results, and report to the Politburo and the Party Central Committee annually. Build a comprehensive digital platform to monitor and supervise the progress of the Action Program in real time; integrate inter-sectoral data, early warning mechanisms for tasks that are behind schedule or lack resources.
5. The Party Central Committee and the Politburo decide to adjust and supplement specific tasks in the Action Program to suit the practical situation, meeting the requirements of building, developing and protecting the country.
