Creating "original data source" for state governance
The election of National Assembly deputies of the 16th term and People's Council (HĐND) deputies at all levels for the 2026-2031 term is a particularly important task, taking place in the context of the first implementation of the 2-level local government model, posing many new issues that need to be carefully reviewed.
Information from the Department of Police for Administrative Management of Social Order - Ministry of Public Security, up to now, 3,220/3,321 commune and ward-level units nationwide have applied software to voter listing; more than 78.5 million eligible voters have been assigned to polling areas on the system, reaching a rate of 99.48%. Thanks to this, a fundamental shift has been made when population data has truly become a "original data source" for state governance.
An important highlight of "digital elections" is the connection of the Election Information Page with the electronic identification and authentication system, allowing citizens to log in with VNeID accounts. More than 220,000 logins have been recorded, showing that people are gradually approaching the digital environment in exercising their political rights.
With its core role, the Ministry of Public Security not only builds and operates data infrastructure, but also proactively implements security solutions, network security monitoring, and prevents and handles acts of taking advantage of technology to infringe on elections. Protecting the election data system is also protecting the foundation of democracy.
In the "digital election" model, security is no longer limited to protecting physical polling stations, but expands to protecting information systems, data infrastructure, and electronic authentication procedures. The strong application of VNeID in election work is not a single solution, but is part of the overall national digital transformation strategy.
Through Project 06, the Ministry of Public Security has gradually built an electronic identification and authentication ecosystem, connecting and sharing data between ministries, sectors, and localities. In that picture, elections are a particularly sensitive area, requiring high accuracy and reliability. The introduction of population data and VNeID to serve elections shows confidence in the quality and safety of the digital infrastructure that has been built over the past time.
Ensuring election security and safety is a key political task
In addition, determining that ensuring security and safety of the election is a key and consistent political task of the entire People's Public Security Force, the Ministry of Public Security has established the Election Security and Order Sub-Committee (ANTT) headed by Deputy Minister Pham The Tung. Up to now, the Police of units and localities have developed and implemented hundreds of plans and schemes, assigning specific tasks to each professional unit and commune-level Police in ensuring election security and order.
Local police actively coordinate to advise Party committees, authorities, and election committees at all levels in localities to promptly issue documents directing the preparation and organization of elections in localities; advise and propose to organize the good implementation of internal political protection related to the election; Actively advise the Steering Committee of 35 localities to direct the deployment of propaganda campaigns, strengthen the work of fighting and refuting wrong and hostile views related to the election.
