On the morning of March 2nd, in Hanoi, the National Assembly Standing Committee opened the 55th Session.
Speaking at the opening, Politburo Member, National Assembly Chairman Tran Thanh Man said that the session will take place in 2 phases, giving opinions on 10 draft laws and 1 draft resolution submitted for approval at the First Session, 16th National Assembly.
According to the National Assembly Chairwoman, in the First Session, the 16th National Assembly will conduct personnel work for about 1 week, and at the same time discuss and pass a number of draft laws. The 16th National Assembly will also spend about 1 week discussing and passing a number of laws and resolutions.
With a large volume of content, wide scope of adjustment, many issues still have different opinions" - the National Assembly Chairwoman said and requested to focus on clarifying the remaining problems, policies still have options for selection, and content needs to be consulted for guidance to be unified before submitting to the National Assembly.
According to the National Assembly Chairwoman, the general view is to do it thoroughly, quality is the decisive factor. This time there is nothing to be rushed about like in 2025. Therefore, it is necessary to fully prepare procedures and quality for approval.
It's not about forcing the passage of 9 or 10 laws, but the issue is the quality, whether there are complete dossiers, whether it ensures compliance with the Law on Promulgation of Legal Documents, whether it implements Regulation 178 of the Politburo correctly. These are the issues raised" - the National Assembly Chairman stated and requested the Government leaders to direct a thorough review of the submitting agencies to ensure procedures, time, and quality.
With the group of laws in the field of justice and citizen rights such as the Law on Notary, Legal Aid, Access to Information, these are draft laws directly related to the legitimate rights and interests of the people.
Therefore, regulations must be clear, easy to understand, easy to remember, easy to implement, easy to check and supervise, minimizing the occurrence of unnecessary procedures.
With the revised Capital Law, a clear and substantive special mechanism must be created, not spread out; decentralization and delegation of power must go hand in hand with power control; policies must be feasible and implemented immediately, avoiding general regulations.

The National Assembly Chairwoman added that if the agency prepares the dossier in time, the National Assembly Standing Committee will give opinions on some other important contents to submit to the National Assembly, such as the draft resolution on the 5-year socio-economic development plan for 2026-2030 and the Government's report on thrift practice and waste prevention in 2025.
The National Assembly Standing Committee will also consider contents under its authority and consider reports on people's aspirations as usual.
The meeting will also give opinions (2nd time) to prepare for the First Session, 16th National Assembly. In which, consider which contents to draw out, which contents to supplement. The general spirit is to prepare carefully, not to be passive in any stage.
The term transfer also needs to ensure smoothness, not to let legal loopholes occur, and not to interrupt the operation of agencies.
According to the National Assembly Chairwoman, there are still some other draft laws under the legislative program expected to be submitted to the National Assembly at the First Session, and have registered to submit to the National Assembly Standing Committee at the March session, but so far there is no dossier for verification.
Once the program is registered, it must be ensured to be implemented seriously. It is impossible to request postponement close to the session because it is not prepared in time; do not let the appraisal agency have to wait, have to urge many times" - National Assembly Chairman Tran Thanh Man clearly stated.
