The Ministry of Public Security proposes the level of expenditure for the Road Traffic Accident Damage Reduction Fund.

The Ministry of Public Security is drafting a Government Decree regulating the source of formation, expenditure activities, establishment, management and use of the Road Traffic Accident Damage Reduction Fund.

At the 7th Session, the 15th National Assembly passed Law on Road Traffic Order and Safety No. 36/2024/QH15, effective from January 1, 2025, adding a new content, which is to establish a Road Traffic Damage Reduction Fund.

To implement this regulation, the Ministry of Public Security has drafted a Decree regulating the source of formation, expenditure activities, establishment, management and use of the Road Traffic Damage Reduction Fund.

The draft stipulates 3 expenditure contents of the Road Traffic Accident Damage Reduction Fund, including:

Support victims and their families due to road traffic accidents;

Support organizations and individuals to help, treat, and take people in road traffic accidents to emergency care;

Support organizations and individuals to participate in propaganda and mobilize the masses to participate in activities to minimize damage caused by road traffic accidents without State funding guarantees.

Regarding the spending level, the Ministry of Public Security said that the draft does not stipulate the spending levels that have been stipulated in other legal documents but only stipulates spending levels with a specific nature of ensuring road traffic order and safety.

Specifically as follows:

Expenditure for visiting and supporting victims of road traffic accidents and families of victims who died in road traffic accidents: Support expenditure is not more than 10 million VND for 1 deceased person; not more than 5 million VND for 1 injured person;

The visitation fee is not more than 5 million VND for 1 injured victim or a family of a victim who died in a road traffic accident in difficult circumstances during the Lunar New Year, "World Memorial Day for victims who died in traffic accidents";

The support level is not more than 3 million VND for organizations and individuals with achievements in helping, treating, taking people in road traffic accidents to emergency care and being rewarded by state management agencies on traffic safety and order from the provincial level or higher;

The support level is not more than 2 million VND for organizations and individuals who regularly participate in propaganda to minimize damage caused by road traffic accidents without state funding.
