Localities have proactively mobilized and dispatched nearly 4,000 officials, civil servants, and public employees to strengthen communes and frontline levels to directly perform tasks.

This information was clearly stated by the Department of Local Government (Ministry of Home Affairs) at a seminar on "Arrangement of administrative units and organization of the 2-level local government model" sent to the Ministry of Home Affairs.

The Department of Local Government said that 2025 is a particularly important milestone for the Ministry of Public Security and the entire political system, when we implement the revolution on streamlining the organizational structure, arranging and reorganizing administrative units (AS) at all levels with the largest scale and historical significance since the founding of the country.

From July 1, 2025, the 2-level local government model will be implemented for the first time synchronously nationwide with 34 provincial-level administrative units and 3,321 commune-level administrative units; at the same time, the whole country will complete the arrangement of administrative units in accordance with the direction of the Party Central Committee, the National Assembly, the Government, and the Prime Minister.

Regarding the organizational structure, the People's Councils and People's Committees at all levels have been quickly completed, operating stably, and immediately meeting the requirements of state management in the new model.

The leadership apparatus of the People's Council and People's Committee was promptly completed; 466 provincial-level specialized agencies and 9,916 commune-level specialized departments were established and put into regular operation, without interrupting the work of people and businesses.

Personnel work, the most difficult stage and determining the success of the model, has been implemented decisively, methodically and with full humanity.

In particular, localities have proactively mobilized and dispatched nearly 4,000 cadres, civil servants, and public employees to strengthen communes and frontline levels to directly perform tasks.

Thousands of training and professional development classes are organized from central ministries and sectors to commune levels; ministries and sectors issue unified guidance documents, helping the team quickly adapt to new requirements.

In particular, policies for affected officials are implemented promptly, flexibly and humanely: From financial support, housing support, transportation to appropriate work arrangement, ensuring rights and ideological stability.

These solutions have strengthened trust, created synergy and maintained public service discipline, making an important contribution to the smooth operation of the new apparatus in the unprecedentedly large-scale transition period.
