Regulations on teacher salary ranking after probation period

The Ministry of Home Affairs stated the basis for ranking civil servant salaries according to professional titles suitable for the job position being recruited and received.

Ms. Duong Thi Phuong (character name changed) said that from October 2019 to September 2024, she worked at a private company and was fully insured for social insurance by this unit.

From October 2024 to June 2025, she transferred to work in the education sector, receiving a salary according to Decree 111 of the Government.

By July 1, 2025, she was recruited as a teacher civil servant and implemented a 3-month probationary regime, from July 1, 2025 to October 1, 2025, with a salary coefficient of 2.34.

From October 2, 2025, she officially finished her probation period and continued to receive a salary according to the coefficient of 2.34.

From the above working process, Ms. Phuong wondered whether the time to pay social insurance when working at a private company, from October 2019 to September 2024, would be accumulated to consider salary promotion when receiving the decision to finish internships or not.

Regarding your proposal, the Ministry of Home Affairs has responded on the Electronic Information Portal.

According to the Ministry of Home Affairs, Clause 5, Article 13 of Decree 115/2020/ND-CP dated September 25, 2020 of the Government (amended and supplemented in Clause 7, Article 1 of Decree 85/2023/ND-CP dated December 7, 2023) stipulates: In case the person recruited and admitted to be a civil servant according to the provisions of this Decree has previously worked in accordance with the law, has paid compulsory social insurance (if not continuously but has not received a one-time social insurance allowance, it is accumulated), then that time is calculated as a basis for ranking salaries according to professional titles suitable to the job position recruited and admitted if it meets all the conditions according to regulations.

Based on the above regulations, the Ministry of Home Affairs requests you to contact the agency managing cadres, civil servants, and public employees (Department of Home Affairs) for answers.
