From the above working process, Ms. Phuong wondered whether the time to pay social insurance when working at a private company, from October 2019 to September 2024, would be accumulated to consider salary promotion when receiving the decision to finish internships or not.

According to the Ministry of Home Affairs, Clause 5, Article 13 of Decree 115/2020/ND-CP dated September 25, 2020 of the Government (amended and supplemented in Clause 7, Article 1 of Decree 85/2023/ND-CP dated December 7, 2023) stipulates: In case the person recruited and admitted to be a civil servant according to the provisions of this Decree has previously worked in accordance with the law, has paid compulsory social insurance (if not continuously but has not received a one-time social insurance allowance, it is accumulated), then that time is calculated as a basis for ranking salaries according to professional titles suitable to the job position recruited and admitted if it meets all the conditions according to regulations.
