The emulation movement "Skillful mass mobilization" has really permeated, spread, and is closely linked with campaigns, patriotic emulation movements, and grassroots democracy implementation in Hanoi.
Hundreds of “Skillful Mass Mobilization” initiatives have proven effective across various areas, including economic development, socio-cultural advancement, national defense, security, and political system building. These models have been recognized, rewarded, and widely replicated by local authorities and sectors.
From 2010 to present, on average each year, the whole city of Hanoi has more than 10,000 "Skillful Mass Mobilization" models registered to be implemented in 4 areas, including building the political system, economic development, culture - society, national defense - security.
This model is also registered for implementation at 3 levels: Grassroots level; district, town, city party committee, party committee directly under the City Party Committee and city level.
Thousands of typical "Skillful Mass Mobilization" models have been recognized, commended, rewarded, and replicated by Party committees and authorities from the city to the grassroots, making positive contributions to the process of building and developing the Capital.
In particular, mass mobilization work and the emulation movement "Skillful mass mobilization" are further promoted when carrying out difficult and complicated tasks, in difficult and challenging circumstances such as: natural disasters, epidemics, responding to economic crises and non-traditional security issues...
Through that, the fine cultural traditions of Hanoi people have been promoted, multiplied by noble gestures and volunteer spirit.
Mobilizing enormous resources from the strength, consensus and support of the people, together with Party committees and authorities at all levels, to successfully implement the national target program, the city's key task, creating an important driving force for Hanoi to develop rapidly and sustainably.
With centralized and unified direction from the city to the grassroots level, with a methodical approach, closely following reality, the emulation movement "Skillful Mass Mobilization" has truly permeated and spread in all areas of social life.
Many new, difficult and arising issues at the grassroots level have been resolved, contributing to promoting the strength of the great national unity bloc, consolidating trust and strengthening the close relationship between the Party and the people.
Typically, in the economic field, many models of "Smart Mass Mobilization" on developing production, good business, and legitimate enrichment; "Smart" mobilization to enthusiastically engage workers in production, focusing on building a friendly working environment, improving salary regimes, focusing on improving the material and spiritual life of workers... have been effectively implemented by agencies, units, and enterprises.
To celebrate the 70th anniversary of the Capital Liberation Day, Cau Giay District Party Committee organized the installation of signs for 9 "Skillful Civil Service" projects.
9 projects with welcome signs include 2 city-level projects and 7 district-level projects. 2 city-level projects, including "Playground renovation" implemented by Party Cell, Residential Group No. 1, Dich Vong Hau Ward; "Creative playground" implemented by Mai Dich Kindergarten, Mai Dich Ward.
Mr. Tran Viet Ha - Head of the Cau Giay District Party Committee's Mass Mobilization Committee - said that in 2024, many units in the district have implemented "Skilled Mass Mobilization" in solving pressing issues that directly affect the interests of the people and the community.
For example, skillful mass mobilization in site clearance, urban beautification, environmental sanitation, humanitarian work, charity, and mobilizing support for social funds.
Dedicated to serving the people
Secretary of the Hanoi Party Committee Bui Thi Minh Hoai affirmed that Hanoi is a leading and exemplary model in preventing and combating epidemics and natural disasters. During the COVID-19 pandemic, the city has performed well the "dual task" of minimizing damage caused by the epidemic while maintaining economic growth and ensuring livelihoods for the people.
"Recently, in the face of storm No. 3 and its circulation causing record high floods, the city has promoted the combined strength of the entire political system and the people to join hands and respond unanimously, thereby minimizing damage.
The city promptly evacuated over 27,000 people to safe shelters, effectively implemented the "4 on-site" motto, promptly took care of the people, and did not let anyone go hungry or cold," said Secretary of the Hanoi Party Committee Bui Thi Minh Hoai.
The city has promptly provided support to other provinces and cities; after only 10 days of appeal, the City Relief Fund received 177 billion VND; the city has provided support in 2 phases to the provinces with an amount of more than 80 billion VND.
The city also decided to stop fireworks and reduce the number and scale of some activities and events on the occasion of October 10. This demonstrates the responsibility, sympathy and sharing of the capital with the people of the whole country.
Former Standing Deputy Secretary of the City Party Committee Nguyen Thi Tuyen said that in recent years, the Hanoi Party Committee has always focused on leading and directing innovation in the content and methods of mass mobilization work.
Hanoi also promotes the role and mastery of the people and the strength of the great national unity bloc, concretizing the motto "People know, people discuss, people do, people inspect, people supervise and people benefit".

It can be seen that the mass mobilization work of the City Party Committee in general and the emulation movement "Skillful Mass Mobilization" in particular will constantly innovate in content and methods, improve quality and efficiency, and better fulfill the role and mission of being a bridge to build a close relationship between the Party, the State and the people.
The city also mobilizes and gathers people, promotes democracy, arouses the strength of the great national unity bloc, joins hands and unites to build and develop the capital Hanoi "Cultured - Civilized - Modern".
