On September 6, at the regular Government meeting in August, Minister of Construction Tran Hong Minh reported on the management of housing and the real estate market.
Accordingly, the Ministry of Construction has focused on developing and collecting comments from ministries, branches, localities, associations and enterprises on the draft Decree regulating the National Housing Fund.
On August 7, the Ministry of Justice held a meeting to appraise the draft Decree and the Ministry of Construction is expected to submit it to the Government before September 15.
As of August 20, the whole country has completed 36,962/100,275 social housing units; started 67 projects with a scale of 53,427 units (an increase of 30,329 units compared to July 2025).
In the first 8 months of 2025, the Ministry of Construction has organized 29 inspection teams, urging and guiding the removal of difficulties and obstacles to promote the implementation of social housing projects in localities.
After the inspection, the delegation issued a notice requesting localities to resolutely implement it to ensure the completion of the goals assigned by the Prime Minister.
Notably, regarding the real estate market, Minister Tran Hong Minh said that prices have increased but there are actually few buyers, many projects are left empty.
In this situation, the Ministry of Construction is synthesizing a report, assessing difficulties and problems in the implementation of the 2023 Law on Real Estate Business and documents guiding the implementation of the Law of provinces and centrally run cities, to prepare for the research and amendment of the 2023 Housing Law.
At the same time, a Decree on national housing funds will be developed, promoting the development of social housing to create supply for the market.
Speed up the implementation of the pilot project of the model "Real estate transaction center and land use rights managed by the State"; the national database system on housing and the real estate market connected to the national database on population, notarization, land, investment, construction activities.
Regarding construction investment management, the Ministry of Construction has focused on directing the acceleration of implementation progress, completion, ensuring quality, progress, labor safety, ... in key projects.
These include: North-South high-speed railway project; Lao Cai - Hanoi - Hai Phong railway construction investment project, Long Thanh International Airport construction investment project phase 1... and a number of other projects.
The Long Thanh International Airport project will basically be completed on December 19 and put into use in 2026.
"Currently, the construction progress at the construction site is very positive, Dong Nai province creates more conditions for investors to unblock materials, connecting roads... although Dong Nai and Binh Duong areas have a lot of rain, it does not affect the construction of the airport", the Minister of Construction reported.
