On the morning of August 16, Politburo member and Prime Minister Pham Minh Chinh chaired a conference to review the implementation of social housing development targets for the first 7 months of 2025 and the implementation plan for the last 5 months of 2025.
Speaking at the opening of the conference, the Prime Minister emphasized that ensuring that every citizen has a place to live and work is a big problem.
Ensuring that every citizen has a place to live is a program of profound humanistic significance, not only a responsibility and obligation, but an order from the heart, national love, compatriotism, and great national unity.
The Prime Minister has approved the investment project to build at least 1 million social housing apartments for low-income people and industrial park workers in the period of 2021-2030 and recently added more subjects such as cadres, civil servants and public employees with housing difficulties, of which 100,000 apartments must be built in 2025.

The Prime Minister said that in Decision No. 444/QD-TTg, the Prime Minister assigned the target for the number of apartments in localities that must be completed in the 2025-2030 period to 995,445 apartments; of which in 2025 it will be 100,275 apartments.
To date, the Government has issued 2 Resolutions; 12 directives, decisions, telegrams and organized 2 conferences to promote the development of social housing; submitted to the National Assembly to issue a Resolution to remove difficulties and bottlenecks in the development of social housing institutions, and issued a Resolution of the Government detailing the implementation of the National Assembly Resolution.
According to the Prime Minister, up to now, the whole country has 692 social housing projects being implemented with a scale of 633,559 units. Of which, 146 projects have been completed, with a scale of 103,717 units; 144 projects have started construction, and are being implemented with a scale of 127,261 units; 402 projects have been approved for investment, with a scale of 402,581 units.
Thus, the number of completed, started projects, and approved investment policies by 2025 will reach 59.6% compared to the target set in the Project of investing in the construction of about 1,062,200 social housing apartments by 2030.
The head of the Government said that the initial results are encouraging, but to complete the project's goals, in which the construction of 100,000 social housing apartments will be completed in 2025, there is still much work to be done.
The Prime Minister requested delegates attending the conference to be frank, serious, open-minded, discuss and evaluate the situation, the results achieved, difficulties, limitations, and lessons learned, especially on perfecting institutions, methods of organization and implementation, mobilizing the participation of the entire political system, mobilizing resources and the participation of the whole society in building social housing.
Sharing the model of social housing in the new urban area of An Van Duong of Hue City, the Prime Minister noted that the construction of social housing must be diverse in segments, diverse in forms of purchase and hire-purchase; social housing must ensure essential infrastructure for transportation, electricity, telecommunications, water supply and drainage, healthcare, and education.
