On August 14, Prime Minister Pham Minh Chinh chaired a national conference to review the implementation of social housing development targets.
Concluding the conference, the Prime Minister stated that from now until the end of the year, there is still a lot of work to be done to complete the goals set by the Project; emphasizing that the goal of completing at least 100,000 social housing units from now until the end of 2025 is unchanged; the social housing development target for 2025 has not been changed as assigned to the locality by the Prime Minister since the beginning of the year.
The Vietnam General Confederation of Labor, based on the provisions of Resolution 201 and documents detailing and directing specialized agencies and affiliated units to invest in building social housing for union members to rent; start construction of social housing according to the targets assigned by the Prime Minister.
The Government leaders requested the urgent completion of the local social housing development steering committee headed by the secretary or Chairman of the Provincial People's Committee, responsible to the Government and the Prime Minister for the results of social housing development in the area.
The Prime Minister also requested localities to focus on directing and urging investors to deploy investment and construction of social housing projects, striving to complete and exceed the targets assigned in the Decision to adjust the targets for completing social housing in 2025 and the following years to 2030.
For completed projects (36,962 apartments), investors are required to urgently ensure environmental restoration, clean and beautiful green light; deploy procedures, widely announce on mass media to sell to people.
As for projects under construction (127,261 apartments), the Prime Minister requested that for projects in the completion stage (about 37,000 apartments), investors should be urged to focus resources and construct according to the committed schedule, to be completed in 2025.
For localities that have not yet started social housing projects, urgently direct the Departments and branches to assign investors, carry out land procedures, hand over clean land, grant construction permits... to investors of social housing projects to start construction, invest in construction, in 2025.
The Prime Minister requested localities to urge investors of commercial housing projects to carry out investment procedures for building social housing on 20% of the project's land fund according to the provisions of the Housing Law 2023 to start construction in 2025.
During the implementation process, if difficulties and problems arise, the Prime Minister requested localities to promptly report to the Ministry of Construction and relevant ministries and branches for resolution according to their authority; the Ministry of Construction should study and issue a handbook to guide this content.
The Prime Minister basically agreed with the proposals and recommendations, including the proposal of the Ministry of Construction on raising the threshold of income for purchasing social housing in a more appropriate direction, assigning the Ministry of Construction to propose amendments in order to shorten the Government's Decree No. 100/2024/ND-CP detailing a number of articles of the Housing Law on the development and management of social housing.
