Resolving business petitions in 2 weeks, "if you go, you can't"

The Prime Minister requested that the requirements, difficulties and proposals of businesses must be resolved within 2 weeks, and that they cannot be implemented every time they go.

On May 31 in Hanoi, Politburo member and Prime Minister Pham Minh Chinh chaired a seminar with businesses and business associations to effectively implement Resolution 68-NQ/TW of the Politburo on private economic development.

In his concluding remarks, the Prime Minister stated that businesses and entrepreneurs want to reduce cumbersome administrative procedures, handle businesses' proposals with roadmaps and time, not extend them, and not let businesses vague about when they will be answered and resolved.

There are specific, clear, and general mechanisms and policies to prioritize development in important fields and major tasks of the country.

Continue to concretize policies so that businesses can work with peace of mind, contribute, and have equal access to the country's resources such as capital, minerals, resources, human resources and other necessary conditions.

The Prime Minister stated that the Government, ministries, branches and localities must properly fulfill their role as creators, not get involved in specific things:

First, build strategies, plans, and plans; second, build institutions, mechanisms, and policies to develop the private economy; third, design tools to inspect, supervise, and focus on post-inspections instead of pre-inspections; fourth, evaluate and summarize practices, learn from experience, and build theories; the year is the emulation to reward and honor businesses and entrepreneurs with the view that the market is a battleground, where entrepreneurs are soldiers.

At the same time, violations should be handled promptly and correctly, without affecting the honor of entrepreneurs and businesses. The Prime Minister stated that he is ready to honor businessmen who are heroes and other titles if they are worthy of their contributions.

The Prime Minister requested ministries, branches, leaders and localities to regularly meet and discuss with businesses to find solutions to problems.

The Government and the Prime Minister have regularly actively and proactively met with businesses in recent times, and have met at least 3 times since the beginning of 2025 to discuss the development of Resolution 68, to remove difficulties and respond policy to new developments.

Proposing to meet every quarter, the Prime Minister requested that ministries, branches and localities must also meet with businesses more regularly and periodically to remove difficulties and obstacles in their management sectors. Along with that, promoting the role of the National Law Portal has just been opened.

In particular, the Prime Minister suggested that the requirements, difficulties and proposals of enterprises must be resolved within 2 weeks, "whether it is good or not must be said, and the solutions must be announced as much as possible, not just internally, just doing it slowly is not allowed".

For proposals, especially initiatives, issues that require state management and law making, ministries, branches and agencies must listen and fully absorb them, if not, they must explain.

Regarding monetary policy, the Prime Minister suggested that the banking sector try to share with businesses and develop businesses so that banks can develop.

Regarding fiscal policy, the Prime Minister said that the tax, fee and charge policy must be implemented immediately, promptly, flexibly and effectively, "When a newly sick person is sick, treatment is very simple, but to make the disease worse, it will take time, increase medicine, increase costs, increase hospitalization, and be more expensive.

"Enterprises' recommendations must be resolved within 2 weeks, but we must also regularly innovate, see what businesses need, and proactively resolve any problems" - the Prime Minister said.
