In the field of internal affairs, the Government and the Prime Minister have directed the implementation drastically and effectively, basically meeting requirements and are continuing to focus on implementation. In particular, focusing on perfecting the legal system, establishing a solid legal basis to continue innovating the organization and operation of the Government and local governments.
Implementing the reorganization of the apparatus of central ministries and branches has achieved many positive results, perfecting the model of organizing multi-sectoral and multi-field management ministries.
Implement the arrangement of specialized agencies in localities, ensuring similarity with the arrangement of ministries and branches at the central level; issue documents regulating decentralization, delegation of authority, division of authority, and guidance for local authorities at both levels to soon operate stably and consistently, meeting the requirements of people and society.
Streamlining the payroll has achieved positive results. In the period of 2022-2026, the payroll of civil servants will decrease by over 5%, the payroll of career with salaries from the budget will decrease by over 15%.
To date, 146.8 thousand people have quit their jobs according to policies and regimes for cadres, civil servants, public employees, workers and armed forces in implementing the arrangement of the apparatus and administrative units at all levels.

In the field of Inspection, the Government and the Prime Minister regularly direct the dissemination and implementation of the Resolutions of the National Assembly on thematic supervision and questioning in the field of inspection.
Focus on building an orientation for annual inspection programs and plans to ensure focus and key points, while strengthening inspections in sensitive areas such as construction, land, investment, finance, and public assets.
The Permanent Deputy Prime Minister said that through the inspection, he had recommended handling the finances, recovering assets for the State and transferring many cases to the investigation agency.
Develop and submit to the National Assembly for approval Resolution No. 170/2024/QH15 on specific mechanisms and policies to remove difficulties and obstacles for projects and land in the conclusions of inspections, examinations and judgments in a number of provinces and cities.
At the same time, focus on directing relevant ministries, agencies and localities to urgently complete the resolution of difficulties and problems for projects and achieve positive results; have completed the handling of 1,759/2,161 real estate projects and facilities, reaching 81.39% according to Resolution No. 170/2024/QH15 of the National Assembly.
In the fields of culture, sports and tourism, content on digital and online platforms has been strictly controlled with over 90% of violating content on social networking platforms ( Facebook, YouTube, TikTok) being handled and removed.
In the field of education and training, construction of 100 inter-level boarding schools for mainland border communes has been started, ensuring completion before August 30, 2026, continuing to invest in the construction of the remaining 148 schools in the next 2-3 years in accordance with the direction of the Politburo.
Review and arrange public service units. Urgently develop a plan to implement the policy of "ensuring the provision of a unified set of textbooks for national use and implementing from the 2026-2027 school year".
