The Ministry of Home Affairs has just issued Document No. 10989 to ministries, ministerial-level agencies, and agencies under the Government; People's Committees of provinces and centrally run cities proposing staffing for the period 2026-2031 according to job positions.
Attached to this document, the Ministry has sent along principles and orientations to propose staffing needs for the 2026-2031 period.
Accordingly, the staffing of civil servants and public employees in the new period must not exceed the level assigned by competent authorities in the period of 2022-2026.
Regarding civil servant staff, the Ministry of Home Affairs requires ministries and branches to reduce at least 10% of staff compared to the assigned level by the end of 2026, in line with the roadmap to increase financial autonomy in public service units.
However, locally, the staffing of civil servants in the two fields of education and health will be kept stable, including the additional number in the period of 2022-2026 to meet the requirements of implementing Resolutions 71 and 72 of the Politburo.
The remaining fields will continue to decrease by at least 10%, after deducting the number of education and health civil servant positions assigned to the public service units of these two fields.
In order for the proposed staffing for the 2026-2031 period of ministries, branches and localities to be implemented consistently in accordance with the requirements of the Politburo, the Secretariat and the Central Organizing Committee, based on the principles and orientations for proposing staffing needs for the 2026-2031 period, in Document No. 10989, the Ministry of Home Affairs requests ministries, branches and localities to urgently synthesize the proposed staffing for the 2026-2031 period according to job positions according to the attached form.
The above proposal must be sent to the Ministry of Home Affairs before November 26, 2025 for synthesis and reporting to competent authorities for consideration and decision. After the above deadline, if ministries, branches and localities have not yet reported, they must take responsibility to competent authorities.
