On December 1, at the Government headquarters, Politburo member and Prime Minister Pham Minh Chinh chaired a conference of the Government Party Committee on summarizing the work of preventing and combating corruption, waste and negativity.
In his concluding remarks, Prime Minister Pham Minh Chinh stated that, in addition to the achieved results, the work of preventing and combating corruption, waste and negativity still has limitations and shortcomings.
Leaders and heads in some places and some agencies have not paid due attention to the position, role and importance of anti-corruption, waste and negativity, thereby leading to a lack of determination in directing and handling not being strict and effective; self-inspection, self-detection and handling of corruption internally and within agencies and units is still a weak link.
The situation of petty corruption, harassment, and negativity in the administrative and public service sectors has not been prevented and effectively pushed back. Corruption in some areas is still serious and complicated with increasingly sophisticated manifestations, causing outrage in society.
A number of cadres and party members have the mindset of "make more mistakes, do less mistakes, don't do anything wrong", "it's better to stand in front of a Disciplinary Council than stand in front of a Trial Council", leading to work in moderation, pushing, avoiding, and being afraid of mistakes than daring to do.

In the coming time, the Prime Minister requested the Government Party Committee to continue to identify the work of preventing and combating corruption, waste and negativity as a key, urgent, regular and continuous political task, a vital task, associated with the work of building and rectifying the Party, consolidating a clean and strong political system.
The Government Inspectorate and the Ministry of Finance regularly review and evaluate legal regulations on corruption prevention and control, thrift practice, and waste prevention and related legal processes and regulations to amend, supplement or recommend competent authorities to amend and ensure consistency and unity.
Minimize the negative impact of "interest groups", prevent the risk of corruption and negativity right from the time of developing policies and laws.
Proactively prevent, promptly detect, strictly handle corruption, waste, and negativity and thoroughly recover corrupt and wasteful assets; consider prevention as basic, strategic, long-term, decisive, and necessary, breakthrough, and regular.
The Government Inspectorate focuses on inspecting sensitive areas with many opinions on corruption and negativity; promptly transferring cases with signs of crime to the investigation agency for strict handling according to the provisions of law; ensuring timely, strict detection and handling, no forbidden areas, no exceptions.
At the same time, research to improve the effectiveness of recovering corrupt assets, overcoming difficulties and obstacles in the mechanism of handling evidence, contributing to unlocking resources, putting assets into circulation, avoiding loss and waste.
Continue to promote administrative reform, especially in the process of operating local governments at two levels; streamline the apparatus, streamline the payroll associated with improving the capacity and efficiency of ministries, civil servants, public employees, leadership capacity and fighting strength of party organizations and party members.
Continue to resolve loss-making projects, important energy projects with long-standing backlogs, banks with mandatory transfers, SCB, handle them thoroughly, and report to competent authorities.
