On August 27, the National Assembly Standing Committee gave opinions on the draft Law amending and supplementing a number of articles of the Commercial Law, Competition Law, Foreign Trade Management Law, and Law on Protection of Consumer Rights.
According to the Government's report, the amendment of the Laws in 2026 focuses on reviewing, researching, amending, and supplementing a number of regulations that are decentralized, delegated, and delimited in the field of industry and trade in the Laws and reviewing "bottlenecks" in the process of implementing the Laws.
The draft law includes 6 articles. For the revised Commercial Law, complete 2 contents; omit 3 groups of contents; abolish 4 administrative procedures, 3 business conditions; 2 contents of decentralization and delegation of power.
Regarding the revised Competition Law, complete 5 groups of contents; add 6 contents; remove 2 contents and simplify 2 administrative procedures.
Regarding the revised Law on Foreign Trade Management, 6 contents were completed; 1 content was supplemented and completed; 2 administrative procedures were abolished, 9 administrative procedures were simplified; 5 contents were decentralized and decentralized.
Regarding the Law on Protection of Consumer Rights, amend and complete 1 content; omit 1 content; 4 contents of decentralization and decentralization.
At the meeting, Member of the Party Central Committee, Chairman of the National Assembly's Committee for Science, Technology and Environment Nguyen Thanh Hai said that when drafting the amendment to the Law on Measurement, it shows that there is a linkage and synchronization with the Law on Protection of Consumer Rights.
Therefore, in the Law on Protection of Consumer Rights, it is proposed that there must be inter-connection and further study of the Measurement Law being drafted, especially the mechanism to protect consumers when the measurement results are incorrect.

Therefore, it is necessary to be supplemented more specifically in the law. Because in the current environment, this fraud is very sophisticated, data modification can be carried out remotely, in the digital environment, from software, even not domestically" - Ms. Nguyen Thanh Hai emphasized.
The Chairman of the Committee for Science, Technology and Environment also proposed to pay attention to the mechanism to protect consumers when the measurement results are incorrect (currently not clearly regulated).
Especially the reimbursement and compensation for people and affected subjects in essential fields such as electricity, water, gasoline, and telecommunications.
