The image of Senior Lieutenant Vu Tuan Luc, a police officer of Tran Phu commune, Chuong My district, in the early morning of September 12, 2024, defying danger and using his body to block sandbags, keeping the dike from bursting open in the face of rushing water, moved many people.
Thanks to quick coordination, after nearly 30 minutes, the dangerous dike section was safely protected, without any serious incidents.
During the days of mid-September 2024, with prolonged heavy rain, Hanoi City Police increased their forces and vehicles to patrol 24/7 to promptly rescue and help people.
Food support for people outside the dike and fishing villages along the Red River is continuously carried out by the city police units until the water recedes.
The family of Mr. Nguyen Van Ty and Mrs. Nguyen Thi Ga in Van Duc commune, Gia Lam district was seriously affected when the water level of the Red River rose. When the working group arrived, Mrs. Ga was moved and sincerely thanked the authorities and sectors for their concern and help in helping people overcome difficulties.
Gia Lam District Police mobilized more than 200 officers and soldiers to go to flooded communes to mobilize people living in unsafe areas to evacuate to places arranged by local authorities.
Son Tay town police also mobilized nearly 20 officers and soldiers to go to the fields to harvest rice and support the people. Many rice fields were harvested by police officers and soldiers, then carefully bundled and brought to people's homes.
Also with the spirit of serving the people, My Duc District Police coordinated with local authorities and forces to reinforce dikes to prevent floods, help policy families and single-parent families, by all means, promptly move many assets and speed up the harvest of ripe rice and crops, standing side by side with people to overcome the floods.

Looking at the soldiers about the same age as her children, nimbly harvesting rice and then pulling a small tarpaulin instead of a boat to carry the unripe rice to safety..., Ms. Le Thi Tinh, Le Khe village (Xuan Son, Son Tay) could not help but be moved.
“I was very touched, because the children worked so hard, soaking in the water all day, working hard but everyone was happy. This harvest season for my family was not productive, but in return we felt the full love between the army, the people and the country,” said Ms. Le Thi Tinh.
Heavy rain also caused the fields of Vien Chau village, Co Do commune (Ba Vi district) to be submerged in water. Looking at the flooded fields, many people felt sad and regretful, because months of hard work were taken away by the storm in just one night.
While not knowing what to do, the people received news that the commune militia and soldiers from the Technical College of Engineering (Engineering Corps) had come to support.
“I am the only one in the house, my husband and children are working far away, and we have 6 sao of rice fields, 4 sao of which were flooded and could not be harvested. I cried with joy when 4 militiamen and soldiers came to my house to help with the rice. In one day, with 5 people, I was able to salvage 2 sao of rice in time,” Ms. Le Thi Tung, Vien Chau village, Co Do commune, choked up.
In Ba Vi district, armed forces coordinated with military units to race against time, wading through the rain to save hundreds of hectares of rice for the people.
Similarly, despite being continuously drenched in storms and rain, when the Red River rose and affected the lives and property of people in communes outside the dike, the armed forces of Dan Phuong district continued to take on the task of moving people and property to safety.
With the spirit of "sacrificing oneself for the people", the district armed forces moved nearly 2,000 pigs, 7,740 chickens and ducks, 41 buffaloes and 10 cold storages of families living outside the Red River Dike in Trung Chau commune to a safe place.
The practical and meaningful work of the police and army officers and soldiers in the capital during the storm season has left a good impression on the people.
All have upheld the spirit of "Serving the people", always willing to put aside personal matters to complete the task of "fighting in peacetime" assigned by the Party, State and people. The officers and soldiers of the Capital's armed forces have fulfilled their duty of "going first and coming last" to keep the capital peaceful in all situations.
Speaking with Lao Dong, Dr. Cu Van Trung, Director of the Institute for Policy Research and Social Issues, emphasized that in times of hardship and difficulty like this, all the sharing and acts of kindness that appear make us feel warm and sow more faith in life.
