Party committees, authorities and people join hands to overcome historic floods
As the capital of the country, in recent times, the role of Party committees and authorities at all levels in Hanoi has been promoted, with many innovations in their activities; democracy has been expanded, the relationship between the Party and the people has been increasingly consolidated, and the great national unity bloc has continued to be strengthened.
With the participation of the entire political system, the damage caused by storm No. 3 in Hanoi in mid-September 2024 was minimized. Then, when the storm and flood passed, the good feelings between the Party Committee, government and people of the capital became even more close and intimate.
In less than 3 months, many households in the flood-prone Nam Phuong Tien commune (Chuong My) have been submerged in water for more than 40 days. This is also the common situation of many households in Chuong My district.
The previous flood (from late July to early August 2024) left many houses submerged for nearly 20 days. The water receded, and after a few days of cleaning up, they had to flee the flood again. The second flood (September 2024) was even more intense, with water reaching up to the windows.
Surrounded by mud and trash, shared by Mrs. Nguyen Thi Tap, a resident of Nhan Ly village, Nam Phuong Tien commune. Mrs. Tap was busy pushing layers of mud from her house to the door after many days of her house being submerged in water.
She said that she could only return home to clean up when the water receded. As the water receded, the middle-aged woman continued to push the trash and mud out.
When the water on the Bui River overflowed the dike, it caused her house and many neighboring households to be deeply flooded. The water rose above people's heads, about 1.8 meters. Many people could only try to move their belongings to higher places, before having to move to another temporary shelter to ensure safety.
36 residential areas, 4,639 households, 21,412 people in Chuong My district were deeply flooded due to heavy rain, floods from the forest, the water level of Bui river rose, reaching a historic flood level, overflowing the right dike of Bui, Go Khoam embankment. With the strength of village solidarity, community sharing, and responsibility of authorities at all levels, Chuong My has overcome the historic flood.
Similarly, due to the impact of floods, in My Duc district, 85 level 4 houses, corrugated iron roofs of schools, communal houses, pagodas, medical stations, etc. had their roofs blown off, and 1 house in Tuy Lai commune collapsed. 3,421 households in low-lying areas, along rivers, and outside the dike had their houses flooded.
My Duc district had to evacuate more than 1,979 households in low-lying areas and flooded houses to safety.
The Party Committee oversees the work and mobilizes all available strength.
Under the close and timely leadership of the City Party Committee, with the spirit of "putting people's safety first", the entire city's political system has actively participated in and proactively responded to the storm and flood, minimizing property damage, ensuring safety and caring for people's lives, and performing well in social security work.
Secretary of the Hanoi Party Committee Bui Thi Minh Hoai especially requested that Party committees and authorities of districts, towns, wards, communes and townships must strictly implement the spirit of proactiveness in a practical manner according to the motto "4 on-site" (on-site command; on-site forces; on-site means and materials; on-site logistics).
In particular, Hanoi is always ready with response plans when situations arise, arranging shock forces, supplies, and vehicles on the spot, promptly deploying support and rescue measures, ensuring the safety of lives and property of the people and the state.
The head of the Party Committee must oversee the work, mobilize the combined strength of the entire political system and the people to promptly resolve the tasks set forth in the area, especially protecting people's safety, protecting property, clearing trees, cleaning the environment... The Fatherland Front mobilizes mass organizations and people to actively participate with localities.
In addition to issuing telegrams and directives, leaders at all levels have directly gone to the field to urge and inspect the work of being on duty and evacuating people in key areas affected by storms and floods.
These drastic, synchronous and timely solutions have been approved and highly appreciated by public opinion, bringing positive results and minimizing damage caused by storms.
Secretary of the Hanoi Party Committee Bui Thi Minh Hoai directly inspected the damage, visited and encouraged cadres, soldiers and people of Bac Tu Liem district and Thanh Oai district... Secretary Bui Thi Minh Hoai and city leaders joined people in cleaning up after storm Yagi at Van Xuan flower garden.
Directly inspecting and encouraging the storm prevention and control forces in the capital, Ms. Bui Thi Minh Hoai affirmed that the whole city has proactively prevented storms with the highest spirit and determination in key and vulnerable areas.
The City Party Secretary requested to resolutely evacuate people from fishing villages in Hoan Kiem, Gia Lam, Dan Phuong districts and unsafe collective houses and apartment buildings. Following the direction of the City Party Secretary, districts such as Hoang Mai, Tay Ho, Hoan Kiem, Ba Dinh... have evacuated people from riverside areas, collective houses, old apartment buildings... to safe places.
Or like former Standing Deputy Secretary of the City Party Committee Nguyen Thi Tuyen took a boat to Dong Chiem village, An Phu commune (My Duc district) to directly inspect the flood situation in the residential area that was deeply submerged due to the flood.
Before the storm made landfall, Chairman of the Hanoi People's Committee Tran Sy Thanh also directly advised city residents not to leave their homes to avoid risks and human losses.
Officials, party members and people of the capital highly appreciate the city's efforts to ensure social security and improve the material and spiritual life of the people.
This is an important premise for sustainable development of the Capital, ensuring that all achievements of the construction and development of the Capital are aimed at the happiness and prosperity of the people, and that all people enjoy the fruits of development.
During natural disasters, storms and floods, the city does not let anyone go hungry, thirsty, or lack shelter... All of these are living proofs of Hanoi's respect for the people, its service to the people, its consideration of the people as the root, and its always taking the people as the root.
