On April 28, within the framework of a working trip to Japan, a high-level delegation of Hanoi City led by Member of the Party Central Committee, Deputy Secretary of the City Party Committee, Chairman of Hanoi City People's Committee Vu Dai Thang met with Tokyo Governor - Ms. Koike Yuriko; attended the SusHi Tech Tokyo 2026 High-Tech Exhibition; attended the Summit Meeting of the Leadership of the Sustainable Cities Network (G-NETS) 2026 and bilateral contacts with representatives of the Asian Development Bank (ADB).
Strengthen political trust, expand strategic cooperation
At the meeting, Tokyo Governor Koike Yuriko welcomed the high-level delegation of Hanoi City to visit Tokyo Capital. The Governor expressed his wish that G-NETS 2026 as well as the dialogue session will strengthen relations between Tokyo and cities, especially Southeast Asian capital cities, including Hanoi Capital.
Chairman Vu Dai Thang thanked the Governor of Tokyo for inviting Hanoi City leaders to attend Tokyo's forum on sustainable technology development and artificial intelligence application, assessing this as an opportunity for cities to sit down together to exchange and discuss technology and digital transformation issues.
Chairman Vu Dai Thang said that Tokyo's 3-year consecutive organization of G-NETS creates connections between cities. G-NETS 2026 focuses on the theme of sustainable technology development and the application of artificial intelligence, which is particularly meaningful and suitable for the development of cities today.
Chairman Vu Dai Thang said that at G-NETS 2026, Hanoi City will present the current situation of Vietnam in the process of deploying applications related to AI development as well as sustainable development and high-tech application in Hanoi City.
Chairman Vu Dai Thang also thanked Tokyo City as well as Japan for supporting Hanoi City in economic development, industry and environmental protection over the years. Chairman Vu Dai Thang emphasized that the official Memorandum of Understanding between the two cities signed in 2013 has been effective and the friendly relations between the two cities are proof of the outstanding development of relations between Vietnam and Japan in all fields.
Chairman Vu Dai Thang expressed his wish that in the coming time Hanoi and Tokyo will continue to promote the Memorandum of Understanding, and together develop even more strongly in many fields such as high technology, green transformation, energy transition...

Taking data and technology as pillars of modern urban governance
At G-NETS 2026, Chairman of Hanoi People's Committee Vu Dai Thang presented a paper with the theme "Artificial Intelligence and Digital Technology".
Chairman of Hanoi City People's Committee said that Hanoi City is implementing the "AI First" principle, taking data and artificial intelligence as the foundation for building digital government and improving governance efficiency. AI has been widely applied in many fields, helping to improve public services, reduce costs and increase interaction with people, notably the iHanoi platform.

Answering delegates' questions at the forum about concerns that AI will lead to mass layoffs, Mr. Vu Dai Thang said that AI needs to be directed towards people, people and businesses. Chairman of Hanoi People's Committee affirmed that there is no such thing as AI application leading to mass layoffs, but there will be a review to arrange positions suitable to each person's capacity, as well as have appropriate regimes and policies to ensure the rights of workers. AI is not aimed at reducing staff but through the use of AI to shift the job structure towards improving quality more.
