According to the resolution, the City People's Council (CPC) approved the "Support on Socio-Economic Development in 2025 with a growth target of 8% or more".
Of which, GRDP increased by 8% or more (service increased by 8.6% or more; industry increased by 7% or more; construction increased by 8.9% or more; agriculture increased by 3.1% or more; product tax increased by 5.7% or more). GRDP/person reached 175 million VND. Social investment capital is VND 622.7 trillion. Export turnover increased by 7%. CPI below 5%.
At the meeting, Permanent Vice Chairwoman of the City People's Council Phung Thi Hong Ha said that the task of achieving the capital's economic growth rate of 8% in 2025 has been assigned by the Government in Resolution No. 25/NQ-CP dated February 5, 2025.
The City People's Committee's proposal to adjust the economic growth target for 2025 from 6.5% in Resolution No. 58/NQ-HDND dated December 10, 2024 to increase to a minimum of 8% with additional key tasks and solutions shows the city's determination and efforts in implementing the tasks assigned by the Central Government.

Previously, the City People's Council agreed with the Proposal of the City People's Committee on adjusting a number of main tasks and solutions.
In particular, the city will promote decentralization, delegation and reform of administrative procedures; ensure the progress of developing specific and outstanding mechanisms and policies to concretize the Capital Law (amended); develop a plan to implement the Hanoi Capital Planning for the period 2021-2030, with a vision to 2050 and the Hanoi Capital Master Plan to 2045, with a vision to 2065.
The city completes the streamlining of the apparatus, effectiveness and efficiency, without affecting people and production and business activities of enterprises; implementing decentralization and complete authorization in each industry and field...; leading and directing smoothly and consistently, at the same time, enhancing the responsibility of the head and improving the quality, promoting the creativity of the team of cadres, civil servants, public employees and workers.
The city continues to simplify administrative procedures, shorten time and reduce costs for businesses; remove difficulties, bottlenecks, and obstacles in production, business and implementation of investment projects both within and outside the budget, especially groups with administrative records with many transactions such as: Justice, land, construction, labor - war invalids and society, insurance, tax.
The City People's Council also approved the city's high-concentration, solving difficulties and problems, and speeding up the progress of projects.
Along with that, continuing to promote private investment, industries have strengths. Accordingly, continue to simplify administrative procedures, reduce time and costs for businesses; regularly organize forums to promptly remove difficulties, support businesses to expand investment, production and business; strive for the number of newly registered businesses to increase by over 2%.
Hanoi will actively review and remove projects using land that are slow to be implemented, striving to have at least 50% of the projects restarted; striving for foreign investment capital to increase by over 18%.
The city focuses on building a portfolio to call for investment, focusing on attracting high-tech, environmentally friendly industries, industries such as semiconductor chips, artificial intelligence, energy conversion, electronics - IT, automobile manufacturing and assembly, supporting industries for high-tech services, biotechnology, pharmaceuticals, etc.; strive for registered FDI capital of about 3 billion USD.
