According to the Office of the People's Committee of Hai Duong province, in the first 2 months of 2025, departments, branches and sectors in Hai Duong submitted to the Chairman of the Provincial People's Committee to issue 19 decisions to announce 42 new administrative procedures, replace, amend, supplement 129 procedures and abolish 20 procedures.100% of administrative procedures have been made public on the National Database and the Provincial Administrative Procedure Information System. The total number of records received is 143,269, 127,110 records have been processed, of which 126,920 records were processed on time.
The rate of synchronized records on the National Public Service Portal reached over 76%.The rate of online payments on the total number of payment transactions of public services reached 57.1%.
However, there are still some limitations such as some departments and branches being slow in announcing and publicizing administrative procedures, affecting the province's transparent publicity index. The synchronous rate of records between the province's administrative procedure settlement information system and the National Public Service Portal has not met the Government's target and the plan assigned by the Provincial People's Committee in 2025, which is 100%.
According to Mr. Nguyen Minh Hung - Vice Chairman of Hai Duong Provincial People's Committee, reforming administrative procedures is an important task, especially in the context of arranging the apparatus from 4 levels to 3 levels.Mr. Hung emphasized the responsibility of leaders of departments, branches, People's Committees at district and commune levels in reforming administrative procedures. The People's Committee of Hai Duong province will monitor, inspect, reward units that do well and strictly handle units that are late and cause problems.
The Provincial People's Committee will consider lowering the leadership if the unit has cadres, civil servants, and public employees who cause difficulties and delays in handling administrative procedures. In the context of restructuring the apparatus and streamlining the payroll, this is also an opportunity to evaluate cadres.
In addition to regular inspections, the Department of Home Affairs, the Department of Science and Technology and the Provincial Inspectorate will conduct surprise inspections at units that have reported difficulties and harassments in handling administrative procedures.
