Hai Duong has achieved many positive results in arranging and streamlining the administrative apparatus. After the merger of communes, Hai Duong reduced 58 commune-level administrative units, improving operational efficiency. The province also promotes the model of Secretary and Chairman, contributing to administrative reform and improving local management and operation capacity.
According to the report of the Provincial People's Committee on summarizing Resolution No. 18-NQ/TW, Hai Duong province has achieved many positive results in continuing to innovate and reorganize the apparatus of the political system to be streamlined, effective and efficient.
Hai Duong has reasonable arrangement and reduction of commune-level administrative units that do not meet the standards according to regulations on population size and natural area.
The whole province before the arrangement of commune-level administrative units had 265 communes, wards and towns.After being rearranged according to the resolutions of the National Assembly Standing Committee in the 2 stages of 2019 - 2021, 2023 - 2025, Hai Duong currently has 207 units (including 151 communes, 46 wards, 10 towns), reducing 58 units, 323 cadres and 513 commune-level civil servants.
101/207 communes, wards and towns implement the model of Party Committee Secretaries being Chairmen of People's Councils at the commune level.43/207 communes, wards and towns have implemented the model of Party Committee Secretaries being Chairmen of Commune People's Committees, reaching nearly 20.8%.
For villages and residential areas, Hai Duong province has arranged and merged villages and residential areas with small population that do not meet standards. To date, 128 units have been reduced, to 1,341 villages and residential areas.
