On May 13, the National Assembly listened to the presentation and report on the review of the draft Resolution of the National Assembly replacing Resolution No. 35/2021/QH15 dated November 13, 2021 of the National Assembly on piloting a number of specific mechanisms and policies for the development of Hai Phong City.
One of the notable contents in the draft resolution is the income of cadres, civil servants and public employees (CBCCVC) under the management of the city.
According to Article 8 of the draft Resolution, the city implements a mechanism to create sources for salary reform according to regulations.
After the city budget ensures sufficient sources of salary reform and social security policies promulgated by the Central Government during the implementation of this Resolution, the City Council is decided to use the remaining salary reform of the city budget and allow the subordinate budget to use the remaining salary reform source to spend the average income for the average income for cadres and civil servants to work in the city agencies and mass organizations.
The implementation must follow work efficiency with a salary level not exceeding 0.8 times the salary scale, position or salary level according to job position, title, and leadership position.
According to the explanation, the policy of increasing income creates motivation for civil servants and public employees to strive for high efficiency.

After implementing the organizational arrangement of the political system, in case the city merges with another provincial-level administrative unit to form a new provincial-level administrative unit, the mechanisms and policies specified in this Resolution will continue to be applied to the new provincial-level administrative unit.
If approved by the National Assembly, this Resolution will take effect from September 1, 2025.
According to the results of the review of the status of civil servants and public employees in Hai Duong province and Hai Phong city, before the merger, the two localities had more than 28.5 thousand civil servants and public employees at the provincial level.
Hai Duong province currently has a total of 13,171 cadres and civil servants of departments, branches, sectors and equivalents, public service units under the Provincial People's Committee, departments, branches and sectors (including the Party bloc, the government and socio-political organizations).
Of which, there are 323 cadres and civil servants of the Party bloc and socio-political organizations, 839 cadres and civil servants of the government sector, 209 cadres and civil servants of the Party bloc, socio-political organizations and 11,800 cadres and civil servants of the government sector.
According to the plan submitted to the Central Government for consideration, the new Hai Phong City will have a total of civil servants and public employees not exceeding the total number of civil servants and public employees (in attendance) at the provincial level in the two localities before the arrangement of 28,543 people (Hai Duong province currently has 13,171 people, Hai Phong City currently has 15,372 people).
After the organizational arrangement, temporarily maintain the stable number of staff and personnel at agencies and units to review, arrange and arrange the implementation of political and professional tasks of the city.
