According to the plan, the arrangement and reorganization of villages and residential groups is carried out synchronously with the consolidation of the Party organization, socio-political organizations and the system of cultural institutions at the grassroots level; ensuring stable people's lives, maintaining national defense and security, and promoting the self-management role of the residential community.
Based on the actual situation in the area, 112/114 communes, wards, and special zones have developed plans to arrange villages and residential groups (except for An Thanh commune which has villages that meet the standards of household size and Bach Long Vi special zone that does not implement arrangement due to specific factors).
The city plans to maintain the stability of 562 villages and residential groups, of which 551 units ensure standards of household size and implement renaming of 31 villages and residential groups to ensure unity, science, and convenience in management.
At the same time, the city will rearrange and reorganize 2,524/3,086 existing villages and residential groups to establish 1,161 new villages and residential groups. Among these, 2,078 villages and residential groups do not meet the standards for household size and 446 adjacent villages and residential groups are eligible for rearrangement.
After completion, Hai Phong will have 1,723 villages and residential groups (including 926 villages and 797 residential groups), a decrease of 1,363 units, equivalent to 44.2% compared to the present.
The naming of new villages and residential groups is carried out based on historical, cultural, traditional, customary and practical management requirements; encouraging the use of existing names before arrangement, ensuring uniformity and avoiding duplication within the same commune-level administrative unit.
Currently, there are 22,713 organizations operating in the city in 3,086 villages and residential groups, including: Party Cell, Fatherland Front Committee, Veterans Association, Women's Association, Farmers' Association (for areas with agricultural activities), Youth Union, Community Investment Supervision Board... After completing the arrangement of villages and residential groups, localities will simultaneously reorganize the entire system to establish about 15,258 organizations corresponding to 1,723 new villages and residential groups.
