Accordingly, in recent times, the management, exploitation and use of minerals in Hai Phong City has been actively implemented, achieving important results, contributing to meeting the demand for raw materials to serve the city's socio-economic development.
However, there are still some limitations in mineral management in the area, when illegal mineral exploitation, transportation and consumption still occur; The classification of prohibited areas, temporary ban on mineral activities and plans for managing and protecting unexploited minerals in some localities are not timely, do not meet the development requirements of the city; The capacity and forces to carry out inspection, examination and handling of violations in some areas are still limited; Some organizations and individuals take advantage of legal and regulatory loopholes to exploit beyond scale and capacity, violate exploitation plans, cause landslides, pollution, occupational insecurity and affect the security, order and image of the city.
In particular, after implementing the arrangement of provincial-level administrative units, expanding the space for socio-economic development of the city, increasing the demand for construction materials has created higher and closer requirements for the management, exploitation and use of minerals in the city.

To promptly overcome limitations and shortcomings and strengthen the management, exploitation and use of minerals in the city in a sustainable manner, the Standing Committee of the Hai Phong City Party Committee requires Party committees, authorities, the Vietnam Fatherland Front and socio-political organizations according to their assigned functions and tasks to focus on implementing the following contents:
Enhance the role and responsibility of heads of Party committees, authorities, heads of agencies and units, proactively grasp the situation, focus on leadership, assign tasks to ensure the 6-clear principle (clear people, clear work, clear time, clear responsibilities, clear products, clear authority) to effectively implement state management of minerals. If there is a situation of lax management, violations in mineral exploration, exploitation, transportation and consumption activities that cause loss of resources, environmental pollution, insecurity and disorder, affecting the prestige of the Party and local authorities, the head must be responsible to the Standing Committee of the City Party Committee.
Focus on directing to ensure that mineral exploitation and use comply with regulations on land allocation, land lease, and conversion of land use purposes before implementation, ensuring that there are no violations in land management.
Review, adjust and supplement the Management Plan for geology and minerals as a component of the plan for environmental protection, exploitation, use, resource protection, biodiversity, natural disaster prevention and control and climate change response to ensure suitability for integration into the city's planning.
Strengthen inspection and examination of mineral exploitation and use activities, ensuring labor safety. Synchronously deploy solutions for tax, fee and charge management. Fight against tax evasion, tax and fee fraud. Resolutely suspend operations, revoke the right to use or revoke licenses, close mines, renovate and restore the environment for ineffective exploitation areas, causing environmental pollution according to the provisions of law; strictly handle illegal mineral exploitation, transportation, trading and export activities; review and inspect the closure of mines for terminated mineral exploitation licenses according to regulations.
The Standing Committee of the City Party Committee requests Party committees at all levels, authorities, the Fatherland Front and socio-political organizations, heads of agencies, units and localities to organize extensive propaganda, creating unity in the awareness and actions of cadres, party members, civil servants and public employees; and the consensus of the People in tightening discipline and order in the management, exploitation and use of minerals in the area.
