In the 2020 - 2025 term, Hai Phong city has made remarkable and breakthrough developments in all fields. The first political report of the Hai Phong City Party Committee for the 2025-2030 term set a goal of turning Hai Phong into a civilized and livable seaport city in the region by 2030.

10 consecutive years of double-digit growth

In the past 5 years, despite many difficulties and challenges, the Party Committee, government, army and people of Hai Phong City and Hai Duong Province have still firmly overcome and created important foundations in the development process.
Continuing the important achievements of nearly 40 years of implementing the renovation process; implementing the Resolution of the 13th National Party Congress; Resolution of the 16th Hai Phong City Party Congress and Resolution of the 17th National Party Congress of Hai Duong and Hai Phong Provinces have created many miracles.

Hai Phong is the only locality to achieve double-digit GRDP growth for 10 consecutive years; the 2021-2025 period, which is estimated to increase by 11.39%/year, is considered a miracle, a bright spot for the whole country, despite the impact of the COVID-19 pandemic and the unpredictable impact of the world and domestic situation. Hai Duong province's GRDP in the period of 2021-2025 is estimated to increase by an average of 9.8%/year. After the merger, Hai Phong City has the third largest economic scale in the country; gradually forming regional linkages, synchronously developing transportation, industrial, urban and service infrastructure, creating strategic growth momentum, creating an important foundation for the city to make a strong breakthrough in the coming period.

Main economic indicators such as industry; exports; agriculture; output of goods via ports; trade; tourism; services... all have high growth rates.

In particular, budget revenue has made a strong impression, affecting growth again. Total state budget revenue in Hai Phong City has continuously increased for 4 consecutive years, surpassing the VND100,000 billion mark, in the period of 2021-2025, reaching VND543,600.86 billion, increasing by an average of 7.06%/year; domestic revenue increased by 9.27%/year. Total state budget revenue in Hai Duong province in the period of 2021-2025 reached VND 125,994 billion, an average increase of 13.3%/year; domestic revenue increased by 13.9%/year. Over the past 5 years, Hai Phong and Hai Duong have mobilized millions of billions of VND in total social investment capital. The city's economic potential is increasingly strong, creating conditions for investment in development and caring for people's lives.

Synchronous and modern infrastructure

The development of Hai Phong is clearly demonstrated through a synchronous and modern infrastructure system, bringing many outstanding advantages. City residents are happy that the locality has many new projects, especially important for the development and people's lives, implemented with the city's own internal resources such as: Infrastructure of the new urban area of the North Cam River; Political - Administrative Center; Conference - Exhibition Center; Ben Rung Bridge; Lai Xuan Bridge; Nguyen Trai Bridge; Ring Road 2; intersections; strategic road traffic axes of Hai Duong province; traffic projects connecting to 57 important projects, total length of about 285km, total investment of nearly 30,000 billion VND; 15 projects have been completed and put into use; 16 projects are under construction, 26 projects are being prepared for investment...

Based on existing potential and advantages, Hai Phong always strives to open up new space by proactively proposing the construction of the Southern Coastal Economic Zone and the Specialized Economic Zone. In particular, specific mechanisms and policies from Resolution 226/2025/QH15 of the National Assembly and the Free Trade Zone are the premise for Hai Phong to take off. The Provincial Competitiveness Index (PCI) and the Administrative Reform Index (PAR Index) of Hai Phong have continuously remained in the group of leading localities in the country. From the above realities, the Hai Phong City Party Committee has a primary viewpoint that in the period of 2025 - 2030, the city will develop the economy on the basis of maximizing the potential and advantages of seaport urban areas and regional economic centers. To maximize the potential and advantages of seaport urban areas and regional economic centers, Hai Phong will carry out strategic breakthroughs such as implementing specific mechanisms and policies, especially building a new generation of Free Trade Zone; perfecting the city-wide planning system to maximize resources, forming new growth drivers, synchronously investing, modernising strategic infrastructure systems for seaports, industry, logistics; building Hai Phong into a center for marine tourism...

The material and spiritual life of the people has been improved, comprehensive social security and welfare, approaching typical cities in the region; national defense - security - solid social order and safety. The Party Committee and the political system of the city are united, have high leadership capacity, fighting strength, and outstanding cadres in terms of bravery, intelligence and aspiration to contribute; take the lead in building a model of Socialism associated with socialist people".

The political report of the Hai Phong City Party Committee clearly stated that economic restructuring is associated with innovation of the growth model towards modernity and sustainability with specific tasks and solutions such as prioritizing the development of high-tech industry, supporting technology, especially industries serving the global value chain such as semiconductor technology. AI, robots, renewable energy, new materials; restore and selectively develop industries that were once strengths such as mechanical engineering, shipbuilding, shipping, seaport services, and marine tourism. Synchronously planning strategic locations and infrastructure to attract future industries.

Determining the private economy as the most important driving force of the economy, Hai Phong also set a goal that by 2030, the city will have over 87,000 private enterprises. Of which, at least 3 large enterprises participate in the global economic value chain. The private economic sector achieves an average growth rate of 14.5-15%/year, contributing about 43-45% of GRDP and 55-57% of domestic budget revenue. Encourage and create conditions for private enterprises in the city to invest in strategic projects, expand satellite linkage chains around FDI enterprises and large domestic enterprises.

Hai Phong identifies the main economic development targets for the 2026-2030 period: GRDP growth is increased by an average of 13%/year or more (of which, the industry - construction sector increases by 15.2%/year, the service sector increases by 10.9%/year, the agriculture, forestry and fishery sector increases by 2%/year).
