The first session of the City People's Council of the XVII term, 2026 - 2031 is expected to take place on the morning of April 20 at the City Conference - Performance Center.
At the meeting, the 17th City People's Council will elect the positions: Chairman, Vice Chairman of the City People's Council; Heads of Committees of the City People's Council. Elect the positions: Chairman, Vice Chairman, Member of the City People's Committee. Elect People's Assessors of the City People's Court, Regional People's Court. The Standing Committee of the City People's Council announces Resolutions on personnel for Deputy Heads of Committees and Members of Committees of the City People's Council; listens to the Vietnam Fatherland Front Committee of the City report summarizing the opinions and recommendations of voters in the City People's Council deputies election.
The City People's Council will also consider and approve the resolutions: Working regulations of the 17th City People's Council, term 2026 - 2031; plan to organize regular meetings in 2026 of the 17th City People's Council, term 2026 - 2031. At the same time, listen to the City People's Committee submit submissions on: Adjustment and supplementation of the City's Public Investment Plan for 2026; adjustment and supplementation of the List of land plots for bidding for land-using investment projects in Hai Phong city in the period 2025 - 2026 (adjustment and supplementation for the 3rd time after consolidation); assigning Quang Ninh Provincial People's Committee as the managing agency to implement the investment project to renovate and upgrade Da Bac bridge on National Highway 10.
The City People's Council considers extending the implementation time and disbursement of the public investment plan with central budget capital in 2025 to 2026; stipulating the content of expenditure and level of expenditure to ensure the work of building legal normative documents in Hai Phong city; stipulating the tuition fee collection level for the 2025-2026 school year at public preschool and general education institutions that self-ensure regular expenditures in the city.
