The 30th session (Special session) will open at 2:00 p.m. on October 26 at the City Conference - Exhibition Center. The meeting will consider and give opinions on the following contents: Applying legal documents issued by the People's Council of Hai Phong City (old) and the People's Council of Hai Duong Province for the Hai Phong City area after the merger; abolishing legal documents issued by the People's Council of Hai Phong City (old) and the People's Council of Hai Duong Province; adjusting the charter capital of the Hai Phong City Land Development Fund. At the same time, the Hai Phong City Development Investment Fund was established on the basis of merging the Hai Phong Development Investment Fund and the Hai Duong Development Investment Fund.
The People's Council also considered adjusting and supplementing the City's medium-term public investment plan for the period 2021-2025 (2nd time after the arrangement); adjusting and supplementing the City Public Investment Plan for 2025 (2nd time after the arrangement). Along with that, consider approving the list of projects and organizations implemented before the investigation, survey, measurement, counting, and verification of the origin and assets attached to the land; the average additional income payment for cadres, civil servants, and public employees working in government agencies, the Party, and organizations managed by Hai Phong city...
The meeting will also discuss the following contents: Regulations on policies for human resource development in the field of semiconductor microchips and artificial intelligence in Hai Phong city; stipulate conditions, contents, levels and procedures for non-refundable support from the city budget for organizations and individuals carrying out scientific and technological activities, innovation, and creative startups in the city. In addition, consider approving the Project to establish the Hai Phong City Adventure Investment Fund and the mechanism for organizing activities, responsibilities for inspection, supervision, and reporting on implementation results.
Delegates will also consider and give opinions on regulations on procedures for land acquisition for industrial park projects, high-tech parks, and concentrated information technology parks with a scale of over 100 hectares; industrial clusters, investment projects in economic zones and logistics centers with a scale of over 50 hectares; logistics services with a scale of up to 50 hectares; investment projects in the Free Trade Zone; projects for which compensation, support, and resettlement work are separated into independent projects according to the provisions of the law on public investment.
At the same time, opinions were given on the list of projects and works requiring land acquisition for compensation and site clearance for mineral exploitation for construction materials (landfill) to implement the Gia Binh International Airport project in Le Dai Hanh ward and Tran Nhan Tong ward; decided on the policy of changing the purpose of forest use to other purposes to implement the mineral exploitation project for filling materials at Hang Ho hill, Tran Nhan Tong ward to serve the construction (landfill) of the Gia Binh International Airport project and implement other contents according to regulations...
