According to the Prime Minister's direction in Official Dispatch No. 814/TTg-TCCV, August 30 is the milestone for completing the arrangement of public educational institutions.
Localities focus on reviewing and implementing the arrangement of public preschool, general, continuing education, and vocational education institutions in the area in the direction of: each commune-level administrative unit must ensure at least 1 preschool education institution, 1 general education institution providing sufficient primary and secondary education levels, ensuring flexibility, according to a roadmap, suitable to the actual situation of the locality to achieve the goal of reducing at least 30% of focal points.
For places with favorable conditions, reduce about 50% of focal points compared to July 1, 2025, completion before August 30, 2026.
The arrangement of the school network is implemented in the overall policy on innovation, organizational structure arrangement and breakthroughs in education development.
The network of educational institutions needs to be reorganized to suit the population size, population distribution and actual conditions of each locality, thereby using resources more effectively, improving the quality of education and school governance capacity.
Localities have gradually shifted from the mindset of merging schools to reorganizing the network and school governance model.
According to the Government Department of Information and Communications, after the arrangement, the number of educational institutions is expected to decrease from 37,515 institutions to 18,570, equivalent to a decrease of 50.5%.
This process also forms inter-level general schools, large-scale schools and creates conditions to rearrange staff. It is expected to reduce 32,625 principals, vice principals and 10,041 staff; in which many management officials are arranged to return to teaching.
As a result, the demand for teacher payroll to be supplemented for the 2026-2027 school year is expected to decrease from 104,516 to 43,267 people.
If the arrangement is carried out according to plan, plus the number of staff assigned in 2025 but localities have not recruited enough, then basically the 2026-2027 school year does not have to supplement staff for education.
The above figures show that the scale of this arrangement is not only in reducing the number of educational institutions. When more than half of the planned focal points are reorganized, a series of new issues are raised from inter-level school governance, multi-campus schools to the arrangement of management staff, teachers, asset management and quality accreditation.
In which, in Hanoi, after reviewing and reorganizing the entire system of public educational institutions, the number of educational institutions in Hanoi decreased from 2,343 to 1,092 units. Along with reducing direct management focal points, the city increased the scale of schools, formed models of multi-campus schools, multi-level general schools, and at the same time continued to maintain remote school sites in truly necessary areas.
In Ho Chi Minh City, in the process of arranging the school network, the city has reduced 32% of focal points in educational institutions, but identified the overarching principle as reducing management focal points, not reducing the number of classrooms.

After arrangement, localities simultaneously organize the management apparatus in a streamlined direction, arrange teachers flexibly and proactively regulate between school sites to overcome the situation of local teacher shortages.
