The Politburo and the Secretariat have just issued Conclusion 126-KL/TW on a number of contents and tasks to continue to arrange and streamline the organization and apparatus of the political system in 2025.
In Conclusion 126-KL/TW, it is mentioned the work of assigning and managing the payroll of the political system.
Accordingly, the Central Organizing Committee advised the Central Steering Committee on payroll management to direct a general review of the actual payroll needs after the reorganization of the apparatus in conjunction with the assessment of cadres' capacity, new functions and tasks and the review and completion of job positions; report to the Politburo on the plan to assign, manage, allocate and reorganize the payroll of the political system for the period 2026 - 2031 at the end of the second quarter of 2025.
According to Lao Dong reporter's research, regarding payroll management, the Politburo issued Regulation No. 70-QD/TW dated July 18, 2022 on payroll management of the political system.
Accordingly, in terms of the principle of payroll management, the Politburo leads and directs payroll management in the political system. Party committees, party organizations, agencies and organizations shall fulfill their responsibilities in managing the payroll according to Party regulations and State laws.
The total payroll of the political system is decided according to the 5-year term and when necessary.
Assign staffing targets decided by competent authorities in accordance with the functions, tasks, and job positions of agencies, organizations, and units; ensure the implementation of assigned tasks in conjunction with innovation, streamlining the apparatus of the political system to operate effectively and efficiently; streamlining staffing and restructuring the team of cadres, civil servants, and public employees; administrative reform, reforming salary policies.
Strengthen decentralization and delegation of authority, uphold the responsibility of Party committees, Party organizations, collective leadership groups, and heads in the management and use of payroll. Only increase the staffing quota when the competent authority decides to establish a new organization and add functions and tasks.
The content of payroll management includes: Issued under authority or advising and proposing competent authorities to issue policies, regulations, decisions and related documents on payroll management;
Decision to assign staff to agencies, organizations, localities, and units under management;
Coordinate, inspect, and urge relevant agencies to assign and manage payroll according to the regulations of the Party and the State.
According to Regulation No. 70-QD/TW, the Central Organizing Committee is the standing agency of the Central Steering Committee on payroll management, responsible for advising the Politburo and the Steering Committee on general payroll management, payroll management of the political system; directly managing payroll of Party agencies, the Fatherland Front, socio-political organizations at the Central level and provincial Party committees, city Party committees, and Party committees of the bloc directly under the Central Government.
