People are the root of development thinking
According to the Draft Political Report of the 13th Central Executive Committee of the Party submitted to the 14th Congress, the guidelines and policies on comprehensive human development are increasingly complete, focused and substantive. The discovery, attraction, training, and valuation of talents have initially had positive changes. Vietnam's Human Development Index (HDI) increased by 14 places, reaching 0.766 points, belonging to the group of countries with high human development levels; the happiness index increased by 33 places compared to the beginning of the term, ranking 46th/143 countries.
Along with that, fundamental and comprehensive innovation in education and training achieved some important results. In particular, the policy of tuition fee exemption and support for preschool children, general education students and people studying general education programs in the national education system has been implemented; the investment in building inter-level boarding schools in land border communes has been implemented early. Science, technology, innovation and digital transformation continue to be identified as development drivers.
Social security from policy to grassroots practice
Economic growth is increasingly closely linked to ensuring progress and social justice. The State prioritizes allocating resources for social security and human development, thereby the material and spiritual life of the people is clearly improved. Social policies, policies for people with meritorious services, ethnic and religious policies and policies for overseas Vietnamese continue to be improved and effectively implemented.
Sustainable poverty reduction programs are implemented synchronously in the spirit of "not leaving anyone behind". The multidimensional poverty rate decreased from 4.4% in 2021 to 1.3% in 2025. By September 2025, the whole country will complete the elimination of temporary and dilapidated houses; more than 3.5 million people will receive regular social assistance, of which the elderly account for about 55%. In parallel, the Project to invest in building at least 1 million social housing apartments is being promoted, and the National Housing Fund is established.
Chairman of the Vietnam Fatherland Front Committee of Kieu Phu commune, Hanoi City Nguyen Thi Thu Trang said that right from the establishment of the new administrative unit (July 1, 2025), the locality has identified the construction and repair of great solidarity houses for near-poor households and policy families as a key task. Through two reviews, the commune has built new and repaired 108 great solidarity houses for people with meritorious services and difficult households.
People's belief in the 14th Congress
In Nam Phu commune, Hanoi City, Mr. Dang Ba Ngoc - Secretary of the Party Cell, Head of Dai Lan village acknowledged that under the leadership of the Party, the country has overcome challenges and achieved many important results.
In Nam Phu alone, in 2025, the average income reached 81.7 million VND/person, an increase of 26.4% compared to before. The fields of culture, education, health, social security and policies for people with meritorious services have been fully and promptly implemented; to date, the locality no longer has poor and near-poor households. At the national level, the health system continues to develop, the quality of people's health care has been improved... The coverage rate of health insurance increased from 90.9% in 2020 to 95.2% in 2025. The average life expectancy in 2025 reached 74.8 years, the number of years living healthy is about 67 years.
According to Assoc. Prof. Dr. Nguyen Trong Phuc, former Director of the Institute of Party History, the XIII term left a clear mark when the Party and State led and directed with a proactive and creative spirit; building a streamlined, effective and efficient political system; effectively implementing social security policies, maintaining national defense and security and achieving many achievements in foreign affairs and international integration. These results laid the foundation for the country to firmly enter a new stage of development opened up by the 14th Party Congress, with the overarching goal of happiness and prosperity for the people.
