The Ministry of Home Affairs has sent an official dispatch to the People's Committees of provinces and centrally-run cities on resolving policies for leading and managing officials at educational institutions when arranging.
The Ministry of Home Affairs requests the People's Committees of provinces and centrally-run cities to closely follow the principles of resolving policies stipulated in Resolution No. 37/2026/NQ-CP to direct agencies, organizations, units and commune-level People's Committees under their management to fully, synchronously, and comprehensively implement solutions to overcome the situation of teacher surplus/shortage according to the guidance of the Ministry of Education and Training.
After fully implementing the above regulations, the locality considers resolving the policy of streamlining staff for education officials holding leadership and management positions if they are directly affected by the arrangement of educational institutions and wish to resign according to the arrangement plan.
This subject includes principals and vice principals at preschool education institutions subject to the retirement age according to the provisions of Clause 2, Article 26 of the Law on Teachers.
The settlement of staff streamlining policies is carried out according to the authority of the locality.
However, the above regulations do not apply to cases where staff reduction has not been implemented as prescribed in Clause 2, Article 4 of Decree No. 154/2025/ND-CP.
Cases of civil servants holding leadership and management positions in (old) educational institutions who have been arranged by competent authorities for job positions in new educational institutions (after arrangement) will not be considered for settlement of staff streamlining policies due to the direct impact of arranging educational institutions according to Resolution No. 37/2026/NQ-CP.
