The General Staff requested urgent repair of flood consequences in Dien Bien and Son La provinces and focused on responding to landslides and flash floods in localities.

On August 1, Lieutenant General Thai Dai Ngoc - Deputy Chief of the General Staff of the Vietnam People's Army (VPA) - signed Official Dispatch No. 4480/CD-TM of the General Staff to send to relevant agencies and units on urgently overcoming the consequences of floods in Dien Bien and Son La provinces and focusing on responding to landslides and flash floods in the mountainous and midland provinces of the North.

Accordingly, implementing the Prime Minister's Official Dispatch No. 125/CD-TTg dated August 1, 2025, to proactively respond to and minimize damage to the lives and property of the State and the People, the General Staff requested agencies and units to:

thoroughly grasp and strictly implement Directive No. 19/CT-TTg dated June 19, 2025 and Official Dispatches No. 76/CD-TTg dated May 28, 2025, No. 123/CD-TTg dated July 27, 2025 of the Prime Minister, Official Dispatches of the General Staff focus on: reviewing areas at risk of flash floods, landslides, and deep flooding to proactively evacuate and relocate residents when there is heavy rain, not to be passive or surprised; warn people, and proactively arrange guards, guide, and support travel through spillways, deeply flooded sections of the road, areas that have occurred or are at risk of landslides.

Strictly maintain the on-duty regime, grasp the weather, meteorology, and hydrology. When a situation or complicated incident occurs, it is necessary to organize a team to strengthen and implement the reporting regime in accordance with regulations; proactively, prepare forces and means, advise and propose timely and effective handling of situations.

The Military Region 2 Command directed the Military Command of Dien Bien province to advise local Party committees and authorities, directing competent agencies to mobilize forces and means to focus on searching for missing people; treating the injured; organizing visits, encouraging, and supporting families with deceased or missing people according to regulations; supporting families to take good care of the deceased according to local customs; mobilizing forces, materials, and means to quickly repair landslides, ensuring traffic safety; by all means, reaching areas affected by flash floods and landslides, promptly supporting people, resolutely not letting people go hungry.

Military regions 1, 3, 4 direct the Military Commands of provinces and cities; proactively advise local Party committees and authorities, inspect and review response plans and solutions; review areas at risk of flash floods, landslides, dykes, embankments, lakes, vulnerable dams, flooded areas, isolate, evacuate, and relocate from dangerous areas when there is heavy rain, avoid damage to people and property due to carelessness, subjectivity, proactively arrange forces and means to help local authorities and people respond, overcome the consequences and search and rescue.

The Hanoi Capital Command proactively advises local Party committees and authorities to inspect and review response plans and solutions, areas at risk of flash floods, landslides, dykes, embankments, lakes, vulnerable dams, flooded and isolated areas, to prevent damage to people and property due to carelessness and subjectivity. Prepare forces and means to respond and overcome the consequences.

The General Staff's Electricity No. 4480/CD-TM also stated that the Military Industry - Telecommunications Group in coordination with Military Region 2 mobilizes forces and unmanned aerial equipment to support localities in flying to detect early areas at risk of flash floods, landslides, and landslides to promptly warn and evacuate people to safe places when required.

Air Defense - Air Force, Corps 18: Check and review plans, organize forces and means ready to conduct flights for search and rescue, air rescue when ordered by the ministry.
